Receives requisitions and confers with requesting organizations regarding requirements, specifications, scopes of work, etc. Prepares and issues Lowest Price, Technically Acceptable, or Trade-Off solicitation documents to ensure that potential subcontractors have a complete understanding of the technical and contractual requirements applicable to the acquisition. May organize and perform pre-bid conferences, coordinate bidder questions/responses during the RFO phase, evaluate proposals, conduct negotiations including terms and conditions, perform cost and/or price analysis, and awards subcontracts within his/her delegation of authority and prepares consent packages and advance notifications for DOE approval, as required. Administers subcontract post award performance including timely delivery, verification of work performed, including performance levels, and executes effectively, the subcontract/PO close-out process in strict accordance with procedures for audit ready files. Purchases maintenance and operations (replacement) parts, equipment, and services by preparing request for quotations and submitting purchase orders with approved suppliers. Issues purchase orders and agreements that accurately reflect price, schedule, terms, and conditions as negotiated with suppliers. Applies continuous improvement techniques and methods to internal processes and systems to increase efficiency and customer service and to reduce costs.
POSITION WILL BE FILLED AS A SUBCONTRACT ADMINISTRATOR OR A SENIOR SUBCONTRACT ADMINISTRATOR DEPENDING ON EXPERIENCE MINIMUM QUALIFICATIONS REQUIRED: SENIOR LEVEL: Bachelor's degree and 5 years of direct procurement/subcontract Administration experience OR a HS diplomas and 10 years of direct procurement administration experience STAFF LEVEL: Bachelor's degree from an accredited college and minimally three (3) years of direct procurement and/or subcontract administration experience 2) Supply Chain Management Degree with completed internship, OR 3) HS diploma and seven (7) years direct procurement administration experience. Experienced in the administration of Fixed Price Contract Type Purchase Orders. Experience with procurement/subcontract administration of maintenance and operations projects, production facilities, or processing plants. Must possess the perceptual ability to identify, assimilate and comprehend the critical elements of a situation. Must have a working knowledge of purchasing principles and applications, commercial law, and knowledge of federal regulations; FARs, DFARs. Must have excellent negotiation and verbal communication skills, analytical skills in price analysis. Must possess proficiency in Microsoft Word and Excel Office products, and demonstrate knowledge and proficiency in Internet based electronic commerce tools. PREFERRED: Knowledge of pumps and pump motors to include parts and repairs.
