Edgewater Technical Associates is seeking qualified candidates for a Contracts Administrator opportunity in Eunice, NM atthe Urenco USA (UUSA) National Enrichment Facility.
UUSA, operated by Louisiana Energy Services LLC, is the only commercial enrichment facility operating in the US, and is located in Eunice, New Mexico.
- Provide procurement and support in a variety of standard and specialized procurement activities
- Be responsible for the award and subcontract administration of goods, inventory, equipment, systems upgrades, and/or services required to support the site.
- Interface with technical organizations in development of pre-procurement plans to achieve timely cost-effective procurement actions
- Negotiate, place, and administer purchase orders and modifications with suppliers for complex material and service requirements following policies and procedures
- Have knowledge of price and cost analysis, working knowledge of US Government policies and regulations with a preference for Department of Energy (DOE) related experience
- Utilize personal judgment when specific guidance is not provided
- Participate in the formulation and review of acquisition policies and procedures
- Participate in section and department-wide acquisition reviews as required
- Provide post-award administration in the form of change notices and subcontractor invoice reviews and approvals
- Bachelor’s degree or equivalent combination of education and experience
- 2-10 years of related experience in procurement and contract management
- Experience in Federal Contract Management working with Department of Energy (DOE) or Department of Defense (DOD) desired, with preference for DOE experience
- Knowledge and understanding of Federal Acquisition Regulation (FAR), Department of Energy Acquisition Regulations (DEAR), and Federal Travel Regulations (FTR).
- Experience in obtaining DOE consent above certain thresholds for subcontract award is preferred
- Experience negotiating contract terminations, claims, REAs
- Experience with SAP desired
- Practical skills in oral and written communications
- United States Citizenship
- Ability to obtain and maintain a DOE Q Security Clearance
