The Administrative Services Program is seeking a Utility Billing Representative. This position processes accurate and timely billing for Clean Water Services (CWS). Provides assistance to internal and external customers, troubleshoots and resolves technical billing issues, assists with messaging and communication, and performs a variety of tasks to support the utility billing function.

- Serves as the main point of contact for customers, cities and local water districts concerning billing issues involving water consumption, customer changes, adjustments, collections, services, policies, functions, responsibilities, and costs. Provides input into customer communications such as billing messages and customer newsletters.
- Accurately inputs data from various sources into billing system to create new accounts or makes changes to existing accounts. Researches and resolves discrepancies or errors in billings. Performs mathematical calculations to determine account adjustments. Identifies and coordinates billing system improvements. Produces Clean Water Services billing.
- Coordinates the annual collection of customer water consumption histories from partnering water districts to implement consumption-based billing. Formats, reviews, and updates the data and inputs adjustments to accounts for leaks, industrial discharge, evaporation etc. to ensure accurate annual update. Maintains knowledge of CWS Rates and Charges as it applies to customer billing and permitting.
- Follows local laws, CWS policies and accounting standards related to utility billing functions through accurate reporting, including unclaimed property, account write-off processing, and collections status changes. Coordinates with other CWS team members to ensure accuracy of system and customer account data.

- Answering and resolving difficult and complex customer inquiries; working with involved parties to resolve account issues
- Tabulating, recording, and balancing transactions
- Understand and follow oral and written directions, policies, and procedures
- Effectively perform mathematical calculations
- Review consumption patterns and detect irregularities
- Effectively communicate account information to customers
- Prepare and maintain accurate billings, files, and records
- Compose business letters
- Establish and maintain effective working relationships with those contacted in the course of work including a variety of CWS and other government officials and the general public
- Operate effectively in a team environment
- Communicate effectively, both orally and in writing
The following are the minimum qualifications for this position.
2 years' experience performing billing and customer service, preferably in a utility or government environment;
1 year experience performing billing and customer service, preferably in a utility or government environment;
College level coursework or specialized training in business, bookkeeping, accounting, financial record keeping, customer relations, or related fields.

Depending on hours worked and duration of the position, temporary employees may qualify for an offer of medical benefits, deferred compensation, and employee discounts. Temporary employees are eligible for sick leave at the rate of .0334 per hour worked upon beginning employment and may carry over up to 40 hours into the next calendar year.
