Job Summary
To perform a variety of complex, technical and support functions in the development and implementation of the District's human resources operation.
DUTIES AND RESPONSIBILITES
Perform a variety of technical, operational and administrative support for the District's human resources management function.
Assist with recruitment, selection and processing of internal and external applicants. Assist in maintaining and updating employment records.
Compiles applicant and employee data for District, state and federal reports.
Coordinate, schedule, and assist in training workshops. Gather information and prepare reports on position classification, salary surveys and compensation reviews.
Maintain and track budgetary information.
Responds to a variety of internal and external inquiries regarding District policies and procedures.
Maintain and update employee information on the human resources information system and website.
Prepare memos, letters, and statistical reports on a wide variety of items.
Assist in the design and implementation of human resources programs; assist human resources staff with projects.
Assist with workers' compensation, retirement plan, health insurance and benefit claims.
Coordinate and assist employees with the educational assistance program and service awards.
Responsible to maintain and update the District's job classifications and salary tables.
Coordinate and administer the District's performance appraisal program.
Coordinate and administer the District's DOT program and maintain all necessary DOT records.
Maintain and update human resources forms.
Prepare Board packages and presentations.
Assist and conduct employee and management training and orientation.
Comply with all District rules, regulations, policies and procedures.
Perform other related duties as required or assigned by supervisor.
Qualifications
Any combination of experience and training that would likely provide the required skills and abilities is qualifying. A typical way to obtain the skills and abilities would be:
Education
Usually exhibited by a person with an Associate's degree from an accredited college or university with a major course in business administration or related field preferred.
Experience
Usually exhibited by a person with three (3) to five (5) years of administrative and/or human resources experience.

Interpersonal and Communication
Must have good customer service skills. Ability to: communicate clearly and concisely, both orally and in writing; establish good working relationships; deal in high stress situations; give oral presentations; interpret and provide information on policies and procedures; work independently; and maintain confidentially. Maintain a positive work atmosphere by acting and communicating in a manner so that you get along with customers, clients, co-workers and management.
Technical and Analytical
Knowledge of business software applications, preparing presentations, drafting memos, letters and correspondence; English usage, grammar, spelling, punctuation, and business correspondence. Operate general business office machines, human resources information system, and type. Must have strong computer and analytical skills.
Administration and Operations
Must have good time management skills and the ability to work independently; excellent organizational skills and able to prioritize workload. Must have ability to work on various tasks simultaneously; ability to work well under pressure and meet deadlines. Must have basic knowledge of District policies and procedures, Union contracts and EEO laws.
Necessary Special Requirements
Must file a Statement of Economic Interest in compliance with Governmental Code Section 81000.
