Flash Metals USA is a pioneering clean-tech industrial company based in Houston, Texas, focused on sustainable domestic processing and recovery of rare earth elements and other critical metals using its proprietary Flash Joule Heating (FJH) technology. The HR Manager is responsible for delivering hands-on, end-to-end human resources support to Flash Metals USA during a period of rapid growth and operational scale-up in the United States.
This role covers recruitment, onboarding, employee relations, performance management, compliance, learning and development, and the establishment of foundational HR systems. Working closely with U.S. site leadership and the Metallium Group HR team in Australia, the HR Manager will help build a compliant, high-performing, and values-driven workplace.
This role is ideal for a practical HR generalist who is comfortable operating in a small but fast-growing organization and wants to help build a people function from the ground up.
- Lead end-to-end recruitment for U.S. roles, including job postings, screening, interviewing, and selection.
- Manage onboarding and mobilization for new hires, ensuring a positive and compliant employee experience.
- Act as the first point of contact for employee relations matters, performance issues, and workplace concerns.
- Support managers with performance management, investigations, and dispute resolution processes.
- Develop and maintain HR policies, procedures, handbooks, and employment documentation aligned with U.S. employment laws.
- Ensure compliance with federal, state, and local employment regulations, including FLSA and relevant state requirements.
- Coordinate payroll inputs, leave management, and time and attendance processes.
- Implement and maintain foundational HR systems, records, and reporting frameworks.
- Support culture, engagement, learning, and capability development initiatives.
- Assist with workforce planning, role design, and organizational development as the business scales.
- Partner with HSE teams to support training, wellbeing, and return-to-work processes.
- Collaborate closely with the Metallium Group HR team to align with group frameworks, values, and governance.- 5+ years’ experience in a hands-on HR generalist or HR Manager role.
- Strong working knowledge of U.S. employment law and HR compliance requirements.
- Experience managing recruitment, onboarding, performance management, and employee relations.
- Experience supporting or conducting workplace investigations and resolving employee disputes.
- High attention to detail with strong documentation and process discipline.
- Demonstrated ability to establish HR policies, systems, and processes in a growing organization.
- Strong communication, relationship-building, and coaching skills.
- Experience in industrial, manufacturing, clean-tech, energy, or project-based environments.
- Exposure to start-up or scale-up organizations.
- Experience supporting training and development initiatives.
- HR accreditation or postgraduate qualification in HR or a related discipline.
- Experience working with international or multi-site teams.
- Based in Houston, Texas, with daily on-site presence required during construction and commissioning.
- Occasional travel to future project sites or vendor locations.
- Must be legally authorized to work in the United States.
