Position Summary

The Human Resources Manager is responsible for full-cycle HR leadership for a high-turnover manufacturing environment. This role leads continuous recruiting, employee relations, compliance, benefits administration, and workforce stabilization efforts. The HR Manager plays a critical role in keeping production fully staffed while protecting the company from legal, safety, and compliance risk. This is a hands-on operational HR role.


Core ResponsibilitiesRecruiting & Staffing (Primary Responsibility)

· Manage continuous high-volume recruiting for hourly and salaried manufacturing roles.

· Post and manage job ads across multiple platforms.

· Conduct phone screens, interviews, reference checks, and hiring recommendations.

· Coordinate onboarding, new-hire orientations, and training compliance.

· Build and maintain an active talent pipeline.


· Track time-to-fill, cost-to-hire, and turnover metrics.


Employee Relations & Workforce Management

· Serve as primary point of contact for discipline, attendance, performance, and terminations.


· Conduct investigations, corrective actions, and documentation.


· Resolve conflicts between employees and supervisors.


· Manage unemployment claims and termination documentation.


· Support supervisors with performance management documentation.


Compliance & Risk Management

· Ensure compliance with federal and Oklahoma labor laws.


· Maintain accurate employee documentation and records.

· Manage workers’ compensation claims and return-to-work programs.


· Coordinate safety reporting with leadership.


Payroll & Benefits Administration


· Oversee payroll coordination with third-party provider.

· Manage benefits enrollment and annual open enrollment.


· Administer employee benefits programs.

· Handle employee questions regarding pay, benefits, PTO, and deductions.


Retention, Culture & HR Strategy


· Develop and implement turnover reduction strategies.

· Track retention metrics and identify attrition causes.


· Support organizational development initiatives.


· Maintain employee handbook and HR policies.


· Lead employee engagement programs.


Reporting & HR Analytics

· Maintain HR dashboards for headcount, turnover, hiring metrics, workers’ comp, and absenteeism.


· Provide monthly HR reports to leadership.


Required Qualifications

· 5+ years HR experience; minimum 3 years in manufacturing, construction, or industrial environment.


· High-volume recruiting experience required.

· Strong working knowledge of employment law and workers’ compensation.


· Experience with payroll and benefits administration.

· Proficiency with HRIS and Applicant Tracking Systems (ATS).

· Strong documentation, investigation, and employee counseling skills.


Preferred Qualifications


· SHRM-CP or PHR certification.


· Experience managing turnover-heavy hourly workforces.


· Bilingual (English/Spanish) preferred.


· Experience implementing retention programs.

Working Conditions

Office and manufacturing floor environment. Frequent interaction with production staff. Extended hours during peak hiring periods may be required.
