We are seeking an experienced and dynamic Human Resources Manager to lead and manage the HR function. This role is critical in establishing and maintaining a robust HR framework that supports our business objectives and fosters a positive workplace culture. The successful candidate will play a key role in setting up HR operations from scratch, ensuring compliance with local regulations, and building a high-performing team. This is a local recruitment position for an onsite role; no relocation assistance will be provided.
- HR Strategy Development: Develop and implement HR strategies and initiatives aligned with the overall business strategy.
- Recruitment and Staffing: Oversee the recruitment process for multiple entities to attract, hire, and retain top talent. Establish workforce planning to meet the needs of new facilities.
- Policy and Compliance: Ensure compliance with federal, state, and local employment laws and regulations. Develop and enforce company policies and procedures.
- Employee Relations: Foster a positive work environment through effective employee relations programs. Address employee concerns and grievances promptly and fairly.
- Performance Management: Implement performance management systems to drive employee performance and development. Conduct regular performance reviews and provide feedback.
- Training and Development: Identify training needs and develop programs to enhance employee skills and knowledge. Promote continuous learning and development.
- Compensation and Benefits: Develop competitive compensation and benefits programs to attract and retain employees. Ensure timely and accurate payroll processing.
- Health and Safety: Promote a safe working environment by ensuring compliance with health and safety regulations. Implement health and safety programs and initiatives.
- HR Administration: Manage HR administrative tasks including record-keeping, reporting, and HRIS management. Ensure data accuracy and confidentiality.
- Undergraduate degree in Human Resources, Business Administration, or related field. Master’s degree or HR certification is a plus.
- Proficiency in English and Mandarin Chinese language skills are a required.
- Minimum of 8-10 years of HR experience with at least 3-5 years in a senior HR leadership role, preferably in a manufacturing environment.
- Proven experience in setting up HR functions in a new facility or start-up environment.
- In-depth knowledge of US employment laws and regulations.
- Strong interpersonal and communication skills with the ability to build relationships at all levels of the organization.
- Strategic thinker with excellent problem-solving and decision-making skills.
- Ability to adapt to a fast-paced and dynamic work environment.
- Experience working in a multicultural and international company is preferred.
- Proficiency in HRIS and Microsoft Office Suite.
