The Human Resources Generalist works under the direction of the Human Resources Director and is responsible for coordinating United Power’s employee training and development and recruitment programs. In addition, this position is responsible for coordinating various special projects, completing annual reports, and performing a wide variety of other human resources related duties as assigned.
· Conducts needs assessments, focus groups or employee interviews with the goal of identifying areas for improvement. Coordinates the training and organizational development functions. Develops and implements programs designed to maximize employee productivity, performance and engagement or close skill or knowledge gaps. Confers with senior management to determine departmental training needs and timelines.
· Researches, plans, schedules and coordinates various training programs to address specific training needs, including sexual harassment, ethics, corporate policy, departmental cross-training, EEO, new supervisor, leadership, etc.
· Assist the department in maintaining the Human Resource Information System (HRIS). Inputs employee data and verifies entries against forms or records. Maintains data integrity of all training records, personnel changes in names, departments, base compensation and bonus pay, employment status, job titles and performance review ratings. Develops and generates standard reports or queries ad hoc for Human Resources Manager and other members of senior management as requested. Maintains the Employee Directory on the company intranet.
· Ensures accuracy and integrity of organizational data within the HRIS. Prepares HRIS end-user documentation and training material as needed. Provides technical support and guidance to end-users.
· Sources, recruits, screens and interviews candidates to fill organizational roles. Consults with hiring managers to understand the roles to be filled and the ideal candidates. Accepts, sorts and distributes applications for open positions and maintains recruitment records, questions, and pre-employment testing programs.
· Schedules interviews in coordination with the schedules of the hiring manager and the interview committee selected. Informs candidates of job duties, responsibilities, work schedules, compensation, benefits and career advancement opportunities. Administers reference checks, criminal background check, driving records and employment physicals of final candidates. Responds to communications from applicants. Coordinates employee relocations when necessary.
· Maintains and reviews DOT files, medical certifications, and MVRs for CDL drivers.
· Coordinates placement of temporary help as needed and requested by management.
· Coordinates internships with representing departments or educational institutions and ensures adherence to stated requirements.
· Assists the Human Resources Director with the administration of the Apprenticeship Program and ensures compliance with the Department of Labor by recording training events, progress, completing the reporting process and updating the standards accordingly.
· Administers the employee tuition reimbursement program for the organization.
· Schedules, coordinates and conducts new employee orientation.
· Assists in the management of physical security by updating and issuing badges to new employees and replacement badges as needed.
· Assists in employee relations related issues, which may include employee disciplinary action, conflict or grievance resolution, work-life balance, or the EAP program. Handles moderately complex issues and problems and refers more complex issues to the Human Resources Manager.
· Assists in the interpretation and administration of human resource policies or procedures, relating to recruitment, onboarding, training, career development and employee relations. Ensures compliance with federal and local regulations including EEO, FMLA, and FLSA.
· Assists with updating and maintaining Affirmative Action Plan, Employee policies, Employee Handbook and other department publications.
· Assists with completing regulatory reports including the EEO-1 Report, Vets-100 Report and other reports as required by state and federal agencies.
· Assists with the coordination of a variety of special programs and events, such as employee engagement activities, employee meetings and other events.
· Creates, expands and maintains professional and productive working relationships with peers and stakeholders. Works collaboratively with colleagues and fosters a spirit of cooperation and inclusion in the workplace.
· Represents United Power at various outside events, such as career fairs and job expos.
· Performs other such duties as may be requested or assigned to fulfill the needs of United Power in the interest of good management practice.
Requires the equivalent of bachelor’s degree in human resources, business administration, or a related field. Must have at least three years’ of experience in a similar position with increasing responsibilities, with emphasis in employee training, employee development or recruitment program administration. Human Resources certification (SHRM-HR or PHR) may be used as a substitute for education.
At least two years’ experience with increasing responsibilities as a Human Resources Specialist at United Power.
· Must exhibit extensive knowledge of current labor laws, recruiting and retention trends, Affirmative Action/EEO regulations, and current training trends.
· Must have ability to create and implement programs with limited supervision or direction. Must be able to define problems efficiently and work collaboratively in order to continue to provide quality service to clients.
· Must be able to demonstrate knowledge of and skill in applying principles, practices, and procedures of Human Resources administration in the areas of employee training and development and employee engagement, retention, and recruitment.
· Must possess strong computer skills and have a familiarity with a variety of software packages, including Word, Excel, and other Microsoft Office Products. Use of a calculator and other office equipment is necessary. Strong written and oral communication skills, and exceptional organizational skills are required.
· Ability to react to change productively and perform other duties within the employee's capabilities as directed by the Human Resources Manager.
· Receives broad guidance and direction from the Human Resources Director. May provide coaching and recommendations to non-exempt and exempt staff at all levels of the organization.
The majority of the time, the Human Resources Generalist would encounter questions or problems that are moderate or routine, or where problems and solutions may need interpretation and clarification found in policy or regulations. Generally will refer more complex problems to Human Resources leadership, often with recommendations.
Works under general supervision. Assignments are received in the form of results expected. Suggests alternative solutions.
Errors in judgment or failure to achieve results could require a considerable amount of time and effort to fix.
· Eighty percent (80%) of the time is spent sitting, fifteen percent (15%) walking and another five percent (5%) standing. Lifting and/or carrying items from ten to twenty pounds (10-20 lbs.) is done occasionally when carrying office files and boxes.
· Pushing and pulling up to thirty pounds (30 lbs.) is necessary to open and close file drawers.
· Balancing is always necessary while sitting, standing or walking.
· Stooping and kneeling are done frequently when getting into file drawers and cabinets.
· Reaching, handling, and the use of fingers is frequently required while working at a desk, answering the phone, and operating a variety of office equipment.
· Talking clearly in an ordinary tone is done frequently daily. Hearing ordinary conversations is also necessary frequently.
· Seeing near and eye accommodation are necessary frequently while reading, writing and working on a computer. Seeing far may occasionally be needed when driving vehicle to visit an applicant or attending an educational class or seminar.
· Mental abilities constantly necessary to competently perform the job are alertness, precision, ingenuity, problem-solving, analytic ability, persuasiveness, auditory discrimination, tactile discrimination, speaking ability, memory, creativity, concentration, judgment, writing ability, reasoning, imagination, initiative, patience and visual discrimination.
· Abilities the job may require only occasionally are spatial perception and aesthetic sense.
This job is performed in an office building at normal temperature ranges ninety percent (90%) of the time. Noise level is fifty to sixty decibels (50-60 dB) which is normal conversation.
