We are seeking a detail-oriented and highly organized Certified Payroll Compliance Specialist. In this role, you will support the Payroll Manager with employee compensation, ensuring timely and accurate pay by processing timesheets, calculating wages/deductions/taxes, and maintaining records, with the primary focus on strict compliance for government projects (Davis-Bacon Act) requiring prevailing wage verification, detailed reporting. This role encompasses all aspects of labor compliance.
- Determine the prevailing wages for trades that will be used on the project
- Ensure new projects are set up in Paycom with the correct prevailing wage rates, project numbers, etc.
- Setup Labor Allocations and Codes in Paycom for all employees working on prevailing wage projects.
- Determine the value of each employee’s Fringe Benefits, and determine if they meet the prevailing Fringe rate, and adjust payroll accordingly if needed.
- Ensure job classification, wage rates, fringe benefits, and shift differentials are reported correctly.
- Communicate with project team the rates that will be used on each project.
- Prepare certified payrolls on a weekly basis and submit via method required by agency/general contractor
- Ensure all reports adhere to Davis-Bacon, State Labor Laws, & Local Labor Agreements.
- Serve as the primary administrator on specialized submission platforms such as LCP Tracker and Dili per Contract Owner requirements to submit Certified Payroll Reports online.
- Complete required workforce reports and compliance audits for projects on the required platform.
- Provide support in handling audits in relation to labor compliance/certified payroll
- Investigate and correct discrepancies on reports and track all restitution.
- Coordinate with apprenticeship programs and Human Resources for any apprentices that are dispatched
- Support the internal team by answering any questions related to labor compliance that may arise
- Proficiency with Paycom required.
- Certified Payroll Processing certification strongly preferred.
- Knowledge of Canadian payroll processing a plus.
- 3+ years of labor compliance and certified payroll reporting experience in construction industry for Davis Bacon and other Public Works Projects.- Strong understanding of prevailing wages, fringe management, and apprenticeship requirements.
- Proficiency with Microsoft Office, Teams, Paycom, and labor compliance systems (LCP Tracker, Dili).
- General understanding of accounting principles and human resources.
- Experience with LCP Tracker, Dili, and other platforms used for certified payroll reporting.
- Accuracy and thoroughness in compliance documentation.
- Strong follow-up and accountability.
- Ability to work independently and manage multiple deadlines.
- Meticulous attention to detail and strong organizational skills.
- Excellent internal communication skills.
- Ability to communicate effectively with others both in writing and orally.
- Work is primarily office-based with extended periods of computer use for payroll data entry and reporting.
- Must be able to sit, type, and review payroll documentation for prolonged periods with accuracy.
- Occasional site visits or employee support tasks may be required.
- Minimal physical effort beyond standard office activities, though occasional lifting of files or boxes up to 20 lbs may be necessary.
- Flexibility to work extended hours during peak payroll cycles and project milestones.
