Primary Duties

The Manager, Hydro Engineering is responsible for asset management, capital project planning, and design of new, expanded, rehabilitated and asset renewal infrastructure projects for the electric utility. Working closely with operational groups, the Manager ensures electric utility infrastructure planning and project delivery takes into consideration and aligns with operational requirements. The Manager is responsible for ensuring the effective implementation and ongoing conformance to regulatory requirements. The Manager is able to effectively deal with complex issues, make recommendations for action while understanding and considering broader impacts on staff, other departments, external stakeholders and customers.


Major Responsibilities:

1. Responsible for conformance to all regulatory requirements in accordance with governing bodies including development of distribution system plans, cost of service rate applications, as well as supporting audits, regulatory inspections and other regulatory and compliance activities.

2. Collaborate with the Manager, Hydro Group for joint responsibility of planning, budgeting, monitoring and delivery of the electric utility’s annual capital program.

3. Ensure the delivery of electric utility services are provided within the framework of approved policies, standards, legislation, and regulatory requirements, including those under the Ontario Energy Board.

4. Manage and participate in the review of plans, specifications, development proposals and other planning related documents submitted for conformance to applicable regulations, codes, standards, and engineering design principles.

5. Responsible for monitoring, managing, and regularly updating risk assessments, asset condition assessments and asset inventory information, leveraging software applications when available. Review system risks and resource requirements to inform multi-year plans and budgets.

6. Oversee the preparation and execution of procurement processes including Request for Proposals, Request for Information, and Tenders, for projects from development of proposal, selection process, vendor negotiation through to the execution of the final agreements as well as contract management.

7. Work with the Asset Management and Climate Action team on the development, implementation, monitoring and evaluation of conservation programs in alignment with regulatory requirements and corporate climate action goals.

8. Engage with staff internally, and partners, associations and other stakeholders externally to develop long term planning forecasts, projections, and integrated energy plans.

9. Foster an environment of superior customer service with staff and cross functional teams, and maintain strong relationships with customers, resolving escalated customer issues when required.

10. Develop and maintain relationships with peers in related associations, industry groups, and regulatory and compliance organizations to promote Utilities Kingston, while keeping up to date on industry standards, regulatory requirements and best practices

11. Coach staff and prepare and deliver annual employee performance evaluations.

12. Foster engagement and a positive work environment and ensure transparency and consistency and open communication reflecting our values in dealing with staff.


Education, Certification and Other Qualifications Required


Skills and Abilities:


• Intermediate Microsoft Office skills.

• Demonstrate strong, clear and concise communication skills, with the ability to convey information effectively to diverse audiences

• Advanced people management skills including the ability to collaborate, gain consensus and to foster change.

• Advanced analytical skills and the ability to develop, analyze, and provide recommendations based on financial reports and KPI’s

• Intermediate ability to organize and facilitate risk assessment processes


Knowledge:

• Advanced knowledge of Ontario Electrical Safety Code, Ontario Energy Board Distribution System Code, Ontario Electricity Act, and Electrical Distribution Safety Regulation 22/04.

• Advanced knowledge of the electric industry including an understanding of roles the Independent Electricity System Operator (IESO), Ontario Energy Board (OEB) and local distribution system companies.

• Advanced knowledge of Occupational Health and Safety requirements as it relates to individuals, the organization, and operational requirements

• Intermediate knowledge of budgeting and financial processes


Experience:

• Undergraduate degree in Engineering, and Licensed Professional Engineer with Professional Engineers Ontario (PEO) preferred.

• Five years experience managing staff in a utility environment with a strong safety emphasis.

• Five years of experience with managing and implementing asset management programs, practices, and software systems.

• Experience working in a unionized environment is preferred.


• Class G drivers’ license.
