Heart of Texas Electric Cooperative (HOTEC) is a member‑owned, not‑for‑profit electric utility serving rural Central Texas since its incorporation in 1937. Today, the cooperative provides reliable electric service to more than 18,000 members and over 23,000 meters across nearly 4,000 miles of distribution line, spanning portions of Bell, Bosque, Coryell, Falls, Hamilton, McLennan, and Milam counties.

OVERVIEW

This is a full-time, on-site role located in McGregor, Texas for the Director of Human Resources. The Director of Human Resources will oversee HR operations, implement and maintain HR policies, and ensure compliance with employment laws. Responsibilities include managing employee relations, facilitating performance management processes, providing guidance on labor matters, and fostering a positive workplace environment. The role also involves developing strategies to support organizational goals and employee well-being.


ESSENTIAL DUTIES/RESPONSIBILITIES

- HR Strategy Development: Develop and align human resources strategies with organizational goals to support performance, growth, and long-term success.

- Talent Acquisition & Workforce Planning: Oversee recruitment, talent acquisition, and workforce planning to ensure the organization attracts, hires, and retains top talent.

- Performance Management & Employee Development: Implement and manage performance management systems and employee development programs to foster continuous growth and engagement.

- Compensation & Benefits Administration: Administer compensation, benefits, and employee engagement initiatives to enhance employee satisfaction and support organizational objectives.

- Legal Compliance & Risk Management: Ensure full compliance with employment laws and regulations while proactively managing HR-related risks.

- Workplace Culture & Employee Well-being: Promote and maintain a positive, safe, and inclusive workplace culture that aligns with organizational values and supports employee well-being.

- Change Management & Organizational Development: Lead change management and organizational development efforts related to HR, facilitating effective transitions and continuous improvement.

- HR Documentation Management: Manage employee records and HR documentation, ensuring accuracy, organization, and compliance with applicable policies and regulations.

- Payroll Administration (Conditional): Oversee full payroll cycle, including collecting and verifying timesheets, calculating wages, processing payments, and maintaining accurate payroll records. Manage all applicable deductions such as taxes, benefits, and garnishments, ensuring they are correctly applied and reflected in employee pay. Address discrepancies and employee inquiries promptly to ensure a smooth payroll experience.


QUALIFICATIONS

- Strong expertise in Human Resources (HR) and HR Policies

- Proficiency in Employee Relations and Performance Management

- Comprehensive knowledge of Labor and Employment Law

- Exceptional leadership and organizational skills

- Excellent interpersonal and communication abilities

- Experience in payroll management preferred

- 5+ years of progressive experience in human resources is required, preferably within similar industry

- Bachelor’s degree in human resources, Business Administration, or a related field; a master's degree or HR certification is a plus


Job Type: Full-time


Pay: From $86,000.00 per year
