About This Job

Summary: Provide training and technical assistance to communities and related organizations or individuals in order to improve and expand community and economic development and/or operation of drinking water or wastewater treatment systems. Serve as Department contact in one or more priority competency areas affecting rural communities. The following are considered priority competency areas: training and facilitation, CDBG administration, community planning, financial management, GIS, water and/or sewer operator certification, utility rate-setting environmental assessment, and private drinking water well maintenance.


Essential Duties and Responsibilities:

1. Maintain up-to-date knowledge on the latest development in federal and state regulations, funding source regulations, new technologies relating to water and wastewater, and developing trends.

2. Provide technical assistance and training to community groups, local government officials/agencies, and/or individual system owners on community development concerns relating to program planning, facility development, management and finance, operation and maintenance, and capacity development.

3. Conduct on-site visits with community officials, agencies or individuals; conduct needs assessments; complete the enrollment process; and prepare and provide progress reports and updates regarding the status of projects.

4. Maintain necessary communication with potential and existing funding sources.

5. Serve as the department contact in one or more priority competency area


6. Serve as trainer/mentor for new staff.

7. Assist the State RCAP Director with program development which may include participating in the development of funding strategies, initiating contacts, identifying opportunities, coordinating, writing, developing and submitting small proposals, and working as a team member on large proposals.

8. Research, analyze and publish comments on the impact of proposed regulations and policies; participate on policy-setting or advisory groups; analyze rural development issues and needs; develop policy, technical papers, articles, and manuals for RCAP and other publications; develop training curricula.

9. Conduct outreach and networking for the RCAP program by forming, coordinating, and/or participating in rural development networks and associations, forming and maintaining links between agencies and/or other networks, and marketing department programs.

10. Other duties and responsibilities as directed by supervisor.


Additional Responsibilities:

1. Participate in the team process, both within the department and the corporation.


2. Attend internal and external meetings.

3. Pursue continuous education and professional development opportunities.


4. Travel out-of-town with occasional overnight stays.

5. Available to work in excess of scheduled work hours per week in order to fulfill position requirements.


Qualifications:

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.


Education:

Required Bachelor degree in an area of study related to environmental resources, planning, finance/accounting, or business management or equivalent combination of education and experience; or certified as a water or wastewater operator.


Experience:

Experience in community development, water or waste water management, or infrastructure development, to include experience in one of the following areas: NEPA related environmental reviews, CDBG administration, municipal finance, utility certified operations and management, operation and maintenance of private drinking water wells, geographic information systems, land use and economic planning, finance and grant writing, facilitation and negotiation, or training communities; and experience working with word processing, spreadsheet, internet, and database software.


Additional Requirements:

1. Initial and periodic Motor Vehicle Records checks, maintain a valid driver’s license, and maintain a safe driving record.

2. Must have insured, dependable transportation available for daily use.

3. Must submit to state and/or federal criminal checks.

4. Must submit to initial drug and alcohol testing.

5. Ability to be reached by cellular phone during business hours


Job Type: Full-time


Pay: $25.00 - $30.00 per hour
