Job Description

Provides journey-level customer service within the Central Records Unit of the Information Services Section in the Information Technology Services Division. The Central Records Unit manages a comprehensive collection of historical Texas oil and natural gas well records in hard copy, microfilm, and digital formats. Responsibilities include delivering external customer service support and responding to public inquiries regarding information and state services. The Records Researcher maintains and organizes official records and assists customers with locating and retrieving records across multiple storage formats. Work is performed under moderate supervision, with limited latitude for initiative and independent judgment.

Essential Job Duties

- Responds to customer inquiries by phone and in person at the research counter

- Assists RRC visitors with website navigation and records retrieval

- Fulfills information or records requests internally, and for the public by researching and retrieving information from multiple records resources: digital and hard copy files, Geographic Information System (GIS) (well mapping), web-based applications (well records), and the mainframe system

- Communicates with customers in a timely manner by telephone, e-mail, and in-person, with record inquiries, and according to specific guidelines and procedures

- Communicates with other RRC personnel to facilitate the workflow of incoming RRC forms, permits, payments, and other documents

- Performs additional tasks, as assigned, to maintain workflow

- Works Monday-Friday, 8 AM – 5 PM, in-person, at the RRC headquarters in Austin

Qualifications Minimum Qualifications

- High school diploma or GED

- At least one year of relevant professional experience

- Knowledge of professional office and administrative practices and procedures

- Experience conducting Information research

- Background in customer service


Preferred Qualifications

- Bachelor's or advanced degree in Library Information Science, records management, research, or a related information science field

- General knowledge of the Railroad Commission of Texas Oil and Gas Division functions

- Detailed familiarity with forms and filing procedures

- Experience in the operation of various types of imaging or microfilm equipment


Knowledge, Skills, And Abilities

- Knowledge of professional office protocol and procedures

- Skill in using Microsoft Office and other Windows-based PC software applications

- Skill in word processing and mainframe terminal operation

- Skill in basic mathematical operations, reading and writing comprehension, and professional business writing

- Skill in communicating effectively, both orally and in writing

- Demonstrated skill in working on tasks requiring meticulous attention to detail while maintaining a high level of accuracy

- Demonstrated ability to retrieve and analyze acquired information from hard files, microfilm, and computer databases

- Ability to learn and understand oil and gas policy and procedures, and interpret processes

- Ability to accurately file, sort, alphabetize, organize, and distribute documents and retrieve files

- Ability to operate copiers, as well as other general office equipment

- Ability to work under pressure and meet deadlines

- Ability to lift, carry, and move up to 30 pounds

- Ability to stoop, reach low and high, push and pull heavy file drawers and/or cart

- Ability to work around equipment generating heat, noise, and bright reflective lights

Work Environment

Primarily indoors with heating and cooling regulated in a general office environment. The noise level in the work environment is generally low to moderate, with occasional customer conversations in a public area. May work with old documents that contain dust and other materials.

Physical Requirements

The physical requirements described here are representative of those required of an employee to successfully perform the essential functions of this job.

Ability to reach high and low; open, close, and retrieve files from file cabinets as well as operate a computer keyboard and appropriate office equipment. The position requires the ability to frequently stand, walk, sit, or stand for long periods of time, lift up to 30 lbs., open filing cabinets, and bend or stand on a stool as necessary.

Work Hours:

Standard office hours for Commission employees are 8:00 a.m. to 5:00 p.m., Monday through Friday. Our agency offers alternative schedules for employees, provided they do not adversely affect operations or service levels and standard hours of operation are maintained. The Commission may also offer telework in accordance with the agency's approved Telework Plan. Alternate work schedules may be discussed with the hiring manager during the interview process.
