The primary focus of this position will be to investigate and provide support to SSI Unit activities regarding subsurface incidents related to the functions of the Technical Permitting section, especially injection well permits (e.g., well blowouts, surface flows, sinkholes). The Geographic Information Specialist IV will be required to perform highly complex tasks related to generating spatial investigative data and analysis using ArcGIS Pro and other platforms. Major responsibilities include developing and automating data links to RRC databases, data management and maintenance, development and customization of data management utilizing ArcGIS Pro tools, technical support, data integration, compliance and reporting. Essential Job Dutiesand#8226;Independently execute and deliver GIS projects of moderate to high complexity, ensuring data integrity through rigorous QA/QC processes, identifying and resolving inconsistencies to maintain high-quality datasets.and#8226;Understand and utilize RRC applications to compile and query data.and#8226;Input data including geospatial files, layers, and images into ArcGIS Pro.and#8226;Create software productivity tools, automate maintenance processes, and integrate data using programming/scripting languages with Python the preferred scripting language.and#8226;Research, obtain, convert, scan, and geo-rectify geospatial information from internal Commission sources, sister State Agencies, Operators, and industry non-profit organizations.and#8226;Data conversion, database management, and cross indexing for both internal and external data sources.and#8226;Resolve record or mapping discrepancies through data research and address verbal and written inquiries.and#8226;Provide feedback on GIS architecture, data management, acquisition, and logistics.and#8226;Analyzes data using standard statistical tools, methods, and techniques.and#8226;Consults with internal and external ustomers to identify user needs.and#8226;Interprets results to identify gaps in the data, processes, or application, etc.and#8226;Cleans and prunes data to discard irrelevant information.and#8226;Create meaningful reports and dashboards for daily/ weekly/ monthly reviews at various levels.and#8226;Assists in developing methods for mitigating data issues by creating and testing User Cases.and#8226;Assists in preparing technical reports to present and interpret data, identify alternatives, and make and justify recommendations on data revisions.and#8226;Assists in identifying and interpreting data patterns and trends and assessing data quality.and#8226;May develop and implement databases, data collection systems, data analytics, and other strategies that optimize statistical efficiency and quality.and#8226;May establish and maintain standard work procedures governing the appropriate use of data.and#8226;Performs related work as assigned.For Military Crosswalk information please visit:https://hr.sao.texas.gov/Compensation/MilitaryCrosswalk/MOSC_InformationTechnology.pdf

Qualifications: Minimum Qualificationsand#8226;Graduation from an accredited four-year college or university with major coursework in computer science, computer information systems, geography, geographic information systems technology, management information systems, or a related field is generally preferred.and#8226;Five years (5) professional experience in mapping and data analysis, including, but not limited to, programming/scripting languages with Python, process mapping, querying data, data analysis, data management, research, compilation, or reporting work.and#8226;Five years (5) of experience with GIS-related applications, including but not limited to ArcGIS Pro, Microsoft Access, or Power BI.and#8226;Applicant must be willing to work in the WBT Building in Austin, Texas.and#8226;Experience and education may be substituted, on a year-for-year basis.Preferred Qualificationsand#8226;Oil and Gas Industry experience.and#8226;Previous experience working with data conversion, indexing, and georeferencing.and#8226;Knowledge and experience with Kingdom and/or Petra software applications.and#8226;Familiarity of some of the Railroad Commission's rules, policies, and procedures.and#8226;Familiar with geology.and#8226;Capable of downloading satellite imagery/Lidar point cloud data to create digital elevation models, 3D products, and other specialty maps.and#8226;Familiarity with sources/websites used to download imagery data.and#8226;Ability to maintain and update multiple ArcPro Projects.and#8226;Ability to create, edit, trace, digitize, and manipulate raster/shapefiles.and#8226;Aptitude for testing new programs and troubleshooting software issues.Knowledge, Skills, and Abilitiesand#8226;Proficient in at least one programming/scripting languages with Python the preferred scripting language.and#8226;Proficient in database applications including a minimum of ArcGIS Pro, Python, Microsoft Access and PowerBI.and#8226;Good verbal and written skills.and#8226;Oil and Gas Industry experience.and#8226;Ability to maintain a high level of accuracy and attention to detail.and#8226;Ability to work effectively as a member of team or individually.Miscellaneous Requirements:and#8226;Ability to work Monday-Friday, 8 AM and#8211; 5 PM with occasional flexible hours, overtime, and weekends.and#8226;Valid Texas Driverand#8217;s license and a good driving record.
