Facility Contract Services (FCS) is a Florida-based contract services company that employs and manages personnel for municipal clients. Our staffing services include administrative support, clerical, accounting, payroll, billing, accounts payable/receivable, purchasing, human resources, supervisory roles, utility services, water and wastewater plant operations, property and general services management, building and landscape maintenance, parks and recreation, and senior and community services. FCS specializes in municipal privatization through a task-based approach aimed at improving productivity and efficiency.
Under the general direction of the Parks Operations Manager, the incumbent inspects City parks, linear parks, landscaped medians, parking lot planters, and park facilities. The incumbent may be required to work stand-by and report to work on a callback basis as needed. The Park Inspector functions at an advanced level of performance. Performance includes a full range of duties related to contract administration for the City's Park areas and related facilities. The position functions independently when performing assigned tasks and is expected to effectively problem-solve situations within the parameters of designated job duties. The Park Inspector must possess and utilize specialized knowledge and skills in the maintenance, operation, and contract management areas, as well as exhibit strong oral and written communication techniques, organizational abilities, and problem-solving skills.
- Responsible for monitoring and inspecting all areas under contractual maintenance and service agreements with the Parks Division to ensure compliance with City maintenance specifications.
- Troubleshoots a variety of work performance and/ or non-compliance issues; writes notices of work deficiencies and necessary corrections; reports disputes and implements or recommends corrective courses of action.
- Inspects plant material, including trees, for proper growth and maintenance techniques; inspects restrooms, tennis court, and parking lot sweeping maintenance; inspects irrigation systems for proper operation.
- Performs checks related to park and irrigation system specifications to include, but not limited to, turf, clay, fencing, netting, lighting, tot lots, buildings, structures, pump stations, irrigation valves and sprinkler head performance, ball field set up, preparation and contractor performance schedules.
- Performs various administrative functions in support of assigned duties; maintains appropriate documentation and records related to assigned areas of responsibility; prepares reports and presentations; presents the contracts administration work to the department head, as assigned; makes appropriate recommendations in support of assigned work areas.
- Responds to public inquiries about park services and activities; works closely with park supervisors and contractors to inspect parks and other related sites.
- Monitors and inspects all areas under contractual maintenance and service agreements within the Parks Division, including parks, landscaped areas, linear parks, planters, medians, parking lots, open space areas, restrooms, and other related City facilities or other necessary duties.
- Knowledge of principles and fundamentals of park and landscape maintenance; horticulture, arboriculture, and automatic irrigation system functions; accepted practices in planting, cultivating, and caring for trees, shrubs, ground covers, and turf grass; athletic field preparation, maintenance, construction, and renovation; pests and diseases and use of pesticides for the control thereof; basic record keeping; principles and techniques of public relations.
- Ability to communicate clearly and concisely, both orally and in writing; deal firmly and tactfully with contractors; maintain effective relationships with City staff and the public.
- License: Possession of a valid Florida Class driver's license and an acceptable driver’s record may be required—certified Playground Safety Inspector (ability to attain within one year).
- Any combination of experience and or education/training equivalent to an associate degree in horticulture, parks administration, landscape architecture, turf-grass management or a related field and two years of responsible Park/ Turf/ Landscape inspection experience.
- Minimum four years of experience in a park managerial position.
- Physical Abilities: Sits, walks, and stands for extended periods of time; walks on uneven surfaces; bending, stooping, lifting, squatting, climbing.
- Uses hands to handle, feel, or operate equipment; mental capability to use and apply, identify, interpret, analyze, and problem-solve technical processes; observes and interprets people and situations; work under deadlines.
