The SJRA is a public entity whose mission is to develop, conserve, and protect the water resources of the San Jacinto River basin. Its primary purpose is to implement long-term, regional projects related to water supply and water quality. SJRA delivers raw water to both municipal and industrial consumers and provides water treatment and wastewater services through the ownership, operation, and maintenance of infrastructure including reservoirs, groundwater wells, surface water and wastewater treatment plants, pump stations, lift stations, and miles of open channel and conveyance systems.
Position Summary
The Engineering Manager leads the activities of the Engineering Group of the Technical Services Department for the entire SJRA organization. Provides strategic vision that integrates these activities into the organization to sustain efficient and effective operations while enabling the organization to achieve its objectives. Evaluates, manages, and coordinates resources and activities related to planning, permitting, and engineering of all facilities and systems in a manner to achieve optimal safety, efficiency, and quality. Coordinates closely with the department manager, Chief Construction Manager, and staff of the various operational divisions with the SJRA, and with Management of various departments within the G&A Division. Performs the following duties in a manner that promotes morale, teamwork, and communication between consultants and colleagues. Duties include:
- Manages the Engineering Group’s organizational structure and delegates authority to subordinates, as appropriate; leads the team to successfully accomplish approved goals and objectives; communicates goals and expectations to team members and measures performance against those goals and expectations.
- Represents the Engineering Group of the Technical Services Department as its principal spokesperson at Operating Division staff, customer meetings, SJRA Board meetings, public meetings, hearings, regulatory agency meetings, and other affairs that impact the organization and its customers; keeps SJRA Technical Services Manager informed of the status of the Engineering Group.
- Oversees the develop of 10-Year Project Plans in close coordination with Division Management and other Department staff.
- Leads the staff in the Engineering Group to ensure projects are delivered on time, within budget, and the needs of the Operating Divisions are met. Mentors and develops the staff and provides project technical guidance and direction as needed.
- Coordinates development of agreements and contracts of consultants and other providers of professional services with Procurement Department, Risk Department, Division Management and SJRA Management as appropriate.
- Interacts with consultants and other providers of services during all phases of planning, permitting, and design; and coordinates staff's involvement in planning, permitting, design and construction phase services as required.
- Plans and manages professional services provided by internal staff or external consultants for planning, permitting, and design support of projects.
- Develops, implements, and monitors SJRA’s guide specifications, drawing template, standard details, design standards, and other reference documentation for the execution of projects.
- Reviews milestone submittals from consultants for completeness and accuracy. Coordinates with the Chief Construction Manager to ensure all engineering submittals receive a constructability review.
- Assists in maintaining a master project schedule and routinely coordinates status updates to department and division staff.
- Assists the TSD Manager in preparing annual budget and staffing plan for the Engineering Group.
- Evaluates and approves expenditures for compliance to Board-approved budgets, and SJRA and state purchasing/procurement policies, procedures, and rules; recommends appropriate actions for compliance and coordinates with Purchasing/Procurement Manager as appropriate.
- Prioritizes, coordinates, and delegates responsibilities and activities to subordinates to be performed in accordance with policies, principles, and procedures established by SJRA Senior Management and/or Board of Directors; conducts performance evaluations, recommends position and compensation adjustments of staff for approval by SJRA Senior Management.
- Coordinates and facilitates recruitment, training, mentoring, counseling, discipline, and development of staff, strategically geared to meet the overall goals and objectives of the designated area of business, collaborating with Human Resources as appropriate while keeping their supervisor informed.
- Supervises all assigned direct reports and oversees the supervision of indirect reports. Reviews and approves direct report time reports, P-card transactions and expense reports. In coordination with Technical Services Manager, reviews and recommends all training and any travel outside Montgomery and Harris counties requiring overnight lodging for of the Engineering Group within annual budgets.
- This position is classified as a safety sensitive position. The individual holding this position is subject to random, unannounced drug and alcohol testing.
- This position is classified as primary essential personnel. The individual holding this position will be required to work as usual or as needed (1) during an emergency event, (2) in preparation for an emergency event, and/ or (3) during recovery from an emergency event as directed by their direct supervisor, appropriate Department/Division Manager, the appropriate Senior Level Manager, or the General Manager.

- Bachelor's degree in Civil, Environmental, Agriculture, Chemical, or Mechanical Engineering required.
- At least 15 years of progressively responsible and practical experience in budgeting, planning, permitting, engineering, design, project management, commissioning, startup, and rehabilitation of public works/utilities facilities and systems.
- At least 3 years of supervisory experience.
- Registered Professional Engineer in the State of Texas is required.
- Texas Driver's license with insurable driving record is required.
