This exempt position plans, manages, and administers operations and work activities related to master planning and capital improvement projects, while collaborating closely with teams overseeing water resources, water rights, regulatory compliance, plan reviews, and inspections.
Works under the direct supervision of the Director of Engineering.
- Supervises assigned employees. Supervisory duties include, but not limited to:
- Management and coaching of assigned employees, workload prioritizing, performance evaluations, approval of time sheets, disciplinary documentation, workers compensation paperwork, and employee safety issues.
- Manages the preparation and updates of all water and sanitary sewer master plans within the District.
- Manages the review of utility planning and construction plans for compliance with master plans, standards and specifications.
- Reviews design and construction materials.
- Works with developers, engineers, and other agencies to explain, interpret, and create the District’s design requirements, codes, standards and specifications.
- Prepares, reviews, and administers professional service contracts as assigned.
- Project management responsibilities for planning, design, budget management, and construction observation of capital projects.
- Publishes requests for proposals and directs selection of contractors and consultants for capital projects.
- Reviews and evaluates design plans and specifications.
- Coordinates with planners, engineers, designers, architects, contractors and consultants.
- Manages construction schedules, develops project work plans, and monitors progress of construction.
- Prepares and monitors the project budgets, including expenditures.
- Represents the engineering department and serves as a resource for committee, government agencies, stakeholder groups and the general public.
- Provides project updates in the form of oral and written presentations to citizen groups, senior management and the PWSD Board of Directors.
- Develops and implements work procedures for direct reports.
- Performs additional duties as assigned.
- Knowledge of principles, practices, and theories of water and wastewater engineering; and Federal, State, and local design requirements, codes, and specifications. Knowledge of current industry principles and practices; techniques of design review and construction practices as applicable; regulatory laws and statutes; and contract management. Knowledge of full range of utilities construction and planning standards and methods is desired.
- Ability to establish and maintain effective working relationships with employees, developers, contractors and citizens; handle sensitive situations with tact and diplomacy; communicate effectively both orally and in writing; establish and fulfill goals and objectives; direct and effectively supervise other employees; plan and schedule work unit operations; and perform as a project manager for complex projects.
- Strong interpersonal, communication, analytical, and supervisory skills. Ability to work independently with broad direction and limited supervision. Ability to work effectively with subordinates, supervisors, co-workers, vendors, contractors, developers and the general public.
- Basic computer knowledge including, but not limited to, Microsoft Word, Excel, Outlook, ArcGIS and AutoCAD.
- Basic knowledge of safety procedures and use of personal protective equipment and ability to apply safety principles. Ability to anticipate unsafe circumstances; act accordingly to prevent accidents and promptly report accidents and hazardous conditions.
- Education: Bachelor's degree in civil, environmental, mechanical, or chemical engineering or a directly related field.
- Experience: At least eight (8) years progressively responsible professional level engineering experience in water and wastewater engineering, including five (5) years supervisory experience.
- Licenses, Certificates or Equipment Required: Registration in the State of Colorado as a Professional Engineer (PE).
- Must possess a valid Colorado Driver’s license and a Motor Vehicle Record within the acceptable limits of the District’s insurance company.
- Monday through Friday, weekends and after hours as needed. This is an in-office position. Local and overnight travel may be required.
- Work is performed primarily in an office setting; however, may be performed on construction sites where there may be exposure to dust, noise, traffic and moving construction equipment; and/or at a wastewater treatment facility where noise, irritants, dust, dirt, bacteria, hazardous chemicals/air/materials and fumes are present.
- Subject to respond to emergency calls related to on-site as well as emergencies outlined in the District’s Emergency Response Plan.
- Works indoors and outdoors in all weather conditions and over all types of terrain. May be exposed to risks typically associated with working around water, chemicals, electricity and other man-made and natural hazards.
- Full range of body movements including stooping, twisting, kneeling, bending, leaning, reaching, climbing (heights), stretching and working in awkward positions. May stand for extended periods of time.
- Vision is needed for reading, computer input, recording, and interpreting information such as blueprints and plans; speech and hearing are used to communicate with other employees over the telephone, and in person.
- This position may require the incumbent to occasionally use personal equipment (e.g. vehicle, cell phone, tools, etc.) in the course of their employment.
