Primary Purpose:

Monitor and provide oversight of the day to day marine aspects of commercial agreements with capacity holders, with particular attention to performance and HSSE requirements of vessels calling at CLNG; Maintain port/terminal, information database and maintain local information for vessels calling at CLNG; Provide and support the Marine Operations Manager with marine advice relative to liaison with governmental authorities, shippers, and marine service providers; Maintain a high level of awareness of the Annual Delivery Program (ADP) and Specific Delivery Schedule (SDS) in order to provide advice on local scheduling of vessel movements; Interface with federal, state, and local authorities; Prepares written reports in accordance with departmental policies and procedures.

This position is located in Hackberry, LA. Transportation Worker Identification Credentials (TWIC) is required. Employees’ primary residence must be located within a one-hour drive from the Hackberry plant site. This measure will assure that response time for callouts is kept to a minimum, which increases the safety of our employees in an unexpected or emergent situation.


Responsibilities:

- Implement and maintain operational procedures for:

- Marine Terminal Information and Regulations

- Operations Procedure Manual including Shore/Ship Interface

- Marine terminal security (jetty and foreshore)

- Marine Vetting Operations (LNG Carriers nominated, all Marine Service Provider vessels)

- Marine maneuvering activities (Berthing, Un-berthing)

- Line handling procedures for berthing, un-berthing and emergency departure of LNG Carrier

- LNG Carrier Unloading

- Handling and response to all marine related incidents relating to the terminal

- Marine Jetty Spill response coordination

- LNG Carrier compliance with Terminal/Port Regulations

- Participate in all marine audits OCIMF, SIGTTO

- Liaises with Maintenance personnel to verify marine equipment PM and operational limits

- Participate in the annual update of all USCG related manuals

- Support efforts for the safe and timely procurement of marine services for the terminal (tugs, crews, pilots, line handlers etc)

- Assist in the development of procedures for and the training of terminal staff on marine issues

- Implement and maintain ship unloading operational procedures in accordance with ISPS and USCG


regulations

- Liaise with Cameron LNG’s local and headquarters engineering staff on marine matters relative to

terminal operation and during construction phase; Liaise with CLNG’s operations staff on marine matters relative to the development of operational and emergency procedures; Initiate and develop the necessary contacts with shippers, governmental authorities and other third party stake holders, and support existing contacts

- Support HSSE Manager in the development of Emergency Response Procedures at the Terminal and

Jetty including interfaces and responsibilities while the LNG Carrier is in the Port; Act as interface

between the Terminal and national and local marine authorities

- Develop and assist coordinate Safety/Security Drills relating to the marine terminal, between CLNG,


Marine Service providers and LNG Carriers

- Oversee dredge operations

- Ensure that HSSE expectations are met

- Incident reporting and investigation

- Risk assessment

- Safety communication

- Ensure that Marine Service Providers maintain standards commensurate with CLNG’s HSSE policies

- Performs other duties as assigned


Qualifications:


Education:

- Bachelor’s degree in Maritime or process, I&E technically related fields preferred


Experience:

- 0-1 years of experience in the Marine Industry specifically related to USCG Regulations facilities involving LNG Operations


Skills/ Knowledge/ Abilities:

- Boat Operation, outboard, inboard & air boat

- Computer skills including, MS Office Suite (Word, Excel, PowerPoint, and MS Project.

- Exceptional problem solving and analytical skills.

- presenting project information to any level of management.

- The candidate should have a working knowledge of industry and government standards.

- A high level of safety awareness and knowledge of applicable design regulations is required.

- Clear demonstration of multi-tasking and ability to execute several complex projects with competing deadlines under minimum supervision.

- Strong written, verbal and interpersonal communication skills with the ability to be diplomatic and persuasive.

- Ability to communicate fluently in English.

- Organized and able to manage multiple activities timely and with a high degree of accuracy.

- Self-starter with ability to work strategically with minimal direction.

- Driven to meet and exceed performance parameters and work deadlines.

- Strong attention to details.

Physical Requirements:

- Must be able to stand, walk, climb, run, sit, kneel, twist, bend, pull, push, carry, lift, reach overhead and drive. Most activities involve movement of either the upper and lower body extremities or both and the joints associated with these areas of the body.

- Must be able to enter confined spaces.

- Must be able to walk on uneven surfaces and climb stairs and ladders that ranges from 4 ft to 200 ft.

- Must be able to lift equipment needed to perform work.

- Must be able to wear safety equipment such as safety harness, respirator and other protective equipment as needed to perform job.

- This position requires accurate color perception and the ability to meet the minimum hearing requirements for the position.

- Must be able to climb stairs and/or walk on uneven surfaces.

- Must be able to sit at a desk and operate a computer for extended periods of time.

- When outdoors, this classification is exposed to extremes of heat, cold, loud noise and dust.

- Must be willing to be on call, work outside of normal business hours as required and handle emergency response responsibilities.

- Must be willing to travel for trainings and/ or meetings as required.

The U.S Department of Transportation (DOT) and the company have adopted regulations governing the control of drug use by persons in certain job classifications. This position is subject to the Federal Pipelines Regulation; and is stipulated in the 49 Code of Federal Regulations (CFR) Part 40 that requires drug and alcohol testing and must meet the testing standards.
