Position Summary
Assists the Assistant Construction Manager, Construction Manager, and Engineering Department in the execution of construction projects as well as supervises and mentors Inspectors. Ensures the use of effective and consistent procedures and methodologies for construction inspections. Assists Engineering Project Managers in reviewing change orders, requests for information, field changes, and pay requests. Supervises a team of Construction Inspectors typically assigned to multiple construction projects. Assists in developing and maintaining construction management procedures.
Job Responsibilities
- Supervises, coordinates and reviews assignments for a team of Construction Inspectors working on multiple projects.
- Routinely travels to all assigned construction sites.
- Keeps up with field inspector time off and coordinates inspectors for project coverage.
- Guides and assists inspectors in implementing optimal construction inspection techniques.
- Updates and further develops existing guidelines, procedures and check lists for inspectors.
- Reviews inspectors’ daily report forms for completeness, accuracy and consistency.
- Assists Project Managers, Assistant Construction Manager, and Construction Inspectors with project information, change orders, field changes, schedules, statuses and resolution of issues.
- Ensures Construction Inspectors are observing requirements and constraints of contract documents, and that work is conducted within allocated easement
- Reviews contract documents to ensure inspectors are observing requirements of submittals and tests.
- Participates in construction progress meetings.
- Provides constructability review of design projects.
- Monitors progress schedules for all construction projects.
- Assists project managers with tie-ins and shut downs.
- Creates performance evaluations for teams.
- Provides inspections for projects as needed.
- Manages Inspector’s time off requests and verifies timesheets are correctly reflected as per each project.
- Assists and advises the Operations Departments with operational problems.
- Mentors Inspectors of all levels.
- Evaluates schedule of planned projects to assign field inspectors to ensure proper coverage is achieved.
- Performs other duties as assigned.
Education & Experience
- Must possess a high school diploma or GED
- Minimum of 7 years of experience in construction related work, or a minimum of thirty college credit hours in Engineering, or Engineering Technology, combined with at least 5 years of experience in construction-related work in the industrial, water, or wastewater industry.
- Construction-related work to include a minimum of 3 years of Lead Inspection experience.
- Driving a District vehicle for NTMWD business will be required. Must maintain a current, valid, and vehicle - appropriate driver' s license of resident state.
- Must be a Certified Public Infrastructure Inspector by APWA.
- ICC Certifications or equivalent certifications/licenses preferred.
- Possess throughout knowledge of construction methodology associated with water and wastewater systems including treatment plants, pump stations, water, sewer and force main piping systems.
- Strong communication skills for effectively interacting with contractors, project managers, external stakeholders, and consultant engineering firms.
- Ability to supervise and mentor inspectors of all levels.
- Proficient in interpreting and understanding contract drawings and specifications, technical drawings, and schematics.
- Proficient in Microsoft Office Suite (Word, Excel, Outlook), Adobe Acrobat, & Construction Management Software.
- Ability to document and communicate field modifications to engineer of record & engineering department.
- Must possess strong written and verbal communication skills.
- Must possess strong mathematical, technical, and computer skills.
- Must possess strong attention to detail.
Environmental and Physical Working Conditions
Work conditions vary from indoor to outdoor activities. Outdoor activities may involve exposure to unfavorable worksite conditions including but not limited to heat, cold, dust, dirt, noise, heights and uneven walking surfaces. May be required to office out of the company vehicle. Activities may require sitting, standing, walking, bending, crawling, climbing, kneeling, balancing, pushing, pulling, carrying, dragging up to 75 pounds of equipment. Subject to after-hour emergencies. Equipment used includes surveyor’s transit, level, steel tape, and camera. Work may vary depending on information requests.
