You will primarily work with the Chief Executive Officer (CEO) and other RRC staff to lead the development of the compliance program for the RRC’s recently approved electric utility operating and critical infrastructure protection standards.
As the Compliance Manager, you will have a key role in a collaborative process to develop standards and enforcement processes, oversee the implementation of the RRC’s Compliance, Monitoring and Enforcement Program (CMEP) and lead any enforcement requirements.
- As integral member of an internal Technical Advisory Council (TAC), you’ll actively participate in the development of Reliability and Interconnection Standards as well as Compliance, Monitoring and Enforcement processes for the Railbelt Bulk Electric System. Standards development and enforcement provide for the safe and reliable operation of the Railbelt electrical system and allow equal access to all eligible entities in a non-discriminatory manner.
- You will lead continuing program development for the RRC’s Compliance Monitoring and Enforcement program; including the development of risk criteria to evaluate the potential impact and likelihood of impact that noncompliance of standards has on the Bulk Electric System and encourage utilities in their program development efforts to comply with Railbelt standards.
- Present, as needed, to the RRC Board and the Regulatory Commission of Alaska.· Ensure confidential information supplied through standards compliance is appropriately identified, labeled, stored, and transferred in accordance with RRC’s procedures for confidential information.
- Participate in meetings, workshops, task forces, committees, and forums, as assigned.
- Remain fully informed with respect to bulk electric system reliability and industry practices related to compliance activities.
- Articulate the facts and circumstances, extent, and cause of each noncompliance and ensure the noncompliance audit report ties to the RRC Reliability Standard requirement.
- Assess the risk of each noncompliance and ensure the findings appropriately and thoroughly describes the risk.
- Review mitigation and/or work with entities to develop mitigation for each noncompliance so that each noncompliance is corrected, and the mitigation prevents recurrence.
- Identify weaknesses in entity programs designed to accomplish compliance.
- Verify mitigation is complete through a review and documentation of mitigation evidence.
- Review and document the compliance history for each noncompliance.
- Conduct peer reviews of noncompliance findings drafted by other staff.
- Ensure required information is activity posted on the RRC website and other platforms.
- Support public inquiries, ensuring clear and professional communication.
- Maintain compliance with public process requirements.
- Promote a culture of safety across the organization.
- Perform responsibilities in compliance with safety regulations and organizational standards.
- Perform other duties and projects as assigned.
- Bachelor’s degree in business, engineering, or a related field, or equivalent combination of education and experience.
- Minimum of five (5) years of regulatory, standards compliance or auditing, or applicable program development experience.
- Valid Alaska driver’s license (or ability to obtain one under Alaska regulations) with an acceptable driving record.
- At least one (1) year of management or supervisory experience preferred.
- Experience working in or with the electric utility industry is highly desirable.
- Strong understanding of regulatory or standards compliance.
- Excellent leadership, organizational, and communication skills (verbal, written, and electronic).
- Proven experience in leading teams and groups.
- Skilled in problem-solving, process improvement, and driving efficiency.
- Strong interpersonal skills, with the ability to build and maintain cooperative relationships.
- Commitment to maintaining confidentiality and integrity.
The salary range for this position is $117,000 – $163,000, based on experience and qualifications.
