Job Summary
RM conducts Well Plugging and Abandonment (P&A) services in three specific areas:
bpx: legacy wells in continental US under the attached Service Level Agreement (SLA) . These legacy wells relate to previous operations or commitments linked to companies like Amoco, ARCO, Vastar, BHP Petrohawk, etc., and are not actively managed by bpx. On an annual basis, RM generally plugs and abandons between 5 and 8 wells of varying complexity. Scope of work may also include dismantling of abandoned infrastructure associated with the well field. bpCanada: legacy P&A investigation into leaking well notices from regulators and, if needed, P&A services for bpCanada under the attached bpCanada SLA. The role would consult with and advise in-country liability manager. Alaska: Legacy exploration wells (and associated environmental matters) outside the bpxa sale to Hillcorp. At present, there are only two active regulatory directives for P&A and environmental/reclamation work; Foggy Island Bay State #1 (completed in 2024) and Gubc Unit No 1 (work to start in winter 2025/2026). There are approximately 65 well sites with known bp heritage company ties. As the Alaska sale to Hillcorp was completed in 2020, residual P&A and environmental scope were assigned to RM. RM is working to firm up governance on this process thru the Wells organization.Legacy wells present distinct difficulties. These wells are aged and have been inactive for extended periods, with frequently inadequate or non-existent drilling and plugging records. They are typically situated in remote areas, on third-party owned property and may be built with unconventional/unknown casing and cements designs.
The RM Legacy Wells Specialist manages all aspects of legacy well plugging and abandonment (P&A). This includes collaborating with BP Legal and the RM Land and Legal Team to confirm BP's responsibility for P&A, coordinating with land agents to secure site access, communicating with landowners and regulatory agencies, planning project activities, selecting and hiring contractors, overseeing P&A operations, handling demolition and removal of existing structures such as tanks and pipelines, and completing site restoration. A detailed list of specific responsibilities is provided below.
Job Responsibilities
* Ensure that the mechanical and cement plugs are correctly positioned and installed properly to serve as reliable long-term barriers . * Oversee contractor performance, scope, and service quality for well abandonment and decommissioning to ensure cost-effectiveness * Prepare all decision support documents (DSP) according to the Project Common Process guidelines. This includes completing the necessary abandonment engineering and operational activities for each Capital Value Process (CVP) delivery stage. * Evaluate execution and operational performance for post-project review, establish benchmarks, and document key lessons learned . * Schedule projects, select contractors, prioritize the completion of projects * Coordinate with regulatory organizations, such as the Bureau of Land Management, appropriate state agencies (e.g. LA Department of Energy and Natural Resources), and the US Coast Guard. * Identify and offer solutions for plug and abandonment problems in legacy wells. * Engage with regulatory bodies, contractors, legal representatives and external stakeholders such as property owners. * Obtain all necessary permits from federal and state agencies and secure property access rights from landowners. * Manage property restoration activities subsequent to plug and abandonment operations. *Update RM Legacy Oil and Gas Well Decommissioning Procedure as needed.Job Qualifications
