STARTING SALARY: $116,000 - $162,000. Salary is commensurate with experience.
Under the general supervision of the Director – Power Generation Asset Mgmt., the Manager – Power Generation Engineering is responsible for managing the Power Generation Engineering staff effectively. This responsibility includes the fiscal and technical oversight of capital engineering projects, engineering and economic analysis, technical engineering support to power plant personnel, development of engineering and construction design and construction standards, and oversight of power generation’s NERC compliance program. This individual is also responsible for business support functions related to engineering, including portfolio management, budgeting, scheduling, and reforecasting. In addition, this individual serves as a key technical resource for plant personnel, collaborates with internal and external stakeholders, and ensures consistent application of best practices, risk-based decision-making, and continuous improvement across all engineering and construction activities.
- Knowledge and understanding of core engineering principles, including project management, contract development, design oversight, construction bidding, construction management, and contract administration. Knowledge shall include a broad technical understanding across multiple engineering disciplines, including mechanical, electrical, civil, structural, and geotechnical engineering, as well as instrumentation and controls, land surveying, CAD, and plant chemistry.
- Knowledge of principles of strategic planning and portfolio management, including the ability to evaluate, select, prioritize, and schedule projects based on risk, resource availability, timing, and organizational need. Ability to apply analytical and decision-making skills to balance competing priorities and optimize resource allocation.
- Knowledge of engineering analysis processes, including condition assessment techniques, life-cycle cost evaluations, field investigation methods, modeling and simulation approaches, and the development and comparison of technical alternatives using qualitative and quantitative criteria. Ability to prepare clear engineering recommendations, technical reports, and project justifications that support sound decision-making and effective capital planning.
- Strong knowledge in design oversight, including development of thorough scopes of work, selecting and awarding engineering services to qualified consultants, and ensuring effective coordination between internal and external stakeholders. Ability to review and validate engineering deliverables, resolve technical issues, and ensure designs align with operational needs, project objectives, industry standards, and regulatory requirements.
- Knowledge of various construction project delivery methods and the ability to determine the appropriate approach for each project. Understanding of bid package development, including integration of front-end specifications, technical specifications, and engineering drawings to create a cohesive set of contract documents. Ability to assess bids for validity using economic and non-economic criteria.
- Knowledge of construction management principles, including roles and responsibilities of owner, contractor, contractor’s subcontractors, and supporting owner representatives. Ability to oversee construction testing and ensure appropriate development of formal construction documentation.
- Knowledge of project closeout processes, including construction punchlists, construction milestones, commissioning of constructed facilities, development of O&M manuals and training, preparation of record drawings, and turnover to plant operations. Ability to manage contractual and financial closeout activities. Ability to support project solicitation during rate reviews with testimony and documentation.
- Knowledge of project scheduling and coordination principles, including integration of engineering activities with plant maintenance and operations, and understanding of outage planning, dispatch, construction, and construction sequencing.
- Knowledge of the development and continuous improvement of processes, procedures, and standards related to planning, procurement, engineering, bidding, construction, and regulatory compliance testing and reporting. Ability to collaborate with stakeholders to ensure alignment, efficiency, and adherence to organizational and regulatory requirements.
- Knowledge of regulatory compliance requirements and ability to develop and oversee programs ensuring adherence to NERC standards. Understanding of EPA, PUCT, NMPRC, FEMA, OSHA, and other regulatory agencies’ regulations, as well as permitting processes and utilities.
- Knowledge and ability to supervise, direct, mentor, and coach others, meet deadlines, analyze information, and prepare comprehensive reports and recommendations.
- Ability to maintain effective working relationships with officers, managers, fellow employees, the public, and EPE Regulators.

- Ability to maintain a strong sense of propriety concerning confidential matters.
- Supervises, coordinates, and reviews the work of the team, include engineers, consultants, and external support staff.
- Plans and prepares feasibility studies, develops budgets and work schedules, assigns projects, and assures the timely completion of work by the team.
- Reviews Requests for Proposals, project specifications, economic and feasibility studies, outside agency reports, and other technical and project reports prepared by team and/or external consultants.
- Prepares and develops engineering team processes, procedures, standards, and recommendations in conjunction with the Energy Supply leadership team.
- Participates and assists with unit outages and project meetings, and in conducting business with external contractors, consultants, and/or representatives.
- Develops goals and objectives, provides direction, coaching, and mentoring on expectations and performance results.
- Keeps abreast of best practices, new methods, and technological developments in the energy industry, applicable to the department and/or company’s needs.
- Oversees the development of infrastructure condition and risk assessment processes and procedures, and supports the establishment of equipment refurbishment, rehabilitation, and/or replacement priorities.
- Oversees the development of project cost estimates, economic cost/benefit analyses, and options analyses for project alternatives.
- Prepares reports and presentations addressing complex technical issues; assists with the development of testimony for rate cases and other regulatory proceedings, including the development of supporting analyses.
- Reviews, updates, and develops internal procedures and practices, and makes appropriate continuous improvement recommendations and program expansion opportunities.
- Ensures compliance with company safety policies and procedures.
- Valid driver’s license and compliance with the Company’s Driving Program policy.
- Responsible for ensuring the enforcement of and compliance with all applicable Company policies, procedures, and code of ethic,s as well as all applicable governmental laws and regulations to include employment, safet,y and environmental standards and regulations
