Universal Plant Services LLC (UPS) is seeking a detail-oriented and results-driven Commercial Proposal Manager to lead the development, coordination, and submission of high-quality proposals for our Power Generation divisions. This role is central to our commercial success—ensuring that UPS delivers compelling, competitive, and compliant proposals that reflect our technical capabilities, value, and customer commitment.
The Commercial Proposal Manager will collaborate closely with Sales, Operations, Engineering, Supply Chain, and Finance to structure winning proposals that balance customer needs with business objectives.
- Lead the end-to-end proposal development process for parts, services, repairs, and outage projects.
- Review RFPs/RFQs to identify requirements, risks, and strategic positioning.
- Manage timelines, deliverables, and compliance to ensure on-time submission.
- Develop structured, compelling proposal content that clearly articulates UPS’s value proposition.
- Work closely with Sales to define commercial strategy and win themes.
- Partner with Operations, Engineering, and Project Management to ensure accurate scope, schedule, and technical solutions.
- Coordinate with Supply Chain and Finance to validate pricing, cost structures, and margins.
- Facilitate review cycles with leadership and subject matter experts.
- Ensure proposals comply with UPS policies, commercial guidelines, and risk standards.
- Maintain version control, documentation, and proposal templates.
- Support negotiations by preparing clarification responses and contract markups.
- Maintain a library of standard proposal content, case studies, and past performance.
- Track proposal outcomes, win/loss trends, and competitor intelligence to refine strategies.
- Identify and implement process improvements to increase efficiency and win rates.
- Bachelor’s degree in business, Engineering, Communications, or related field.
- 5+ years of experience in proposals, contracts, or commercial management within industrial services, Oil & Gas, or Power Generation sectors.- Strong project management and organizational skills with ability to manage multiple proposals simultaneously.
- Excellent written, verbal, and presentation skills with attention to detail.
- Demonstrated ability to translate technical input into clear, customer-focused content.
- Experience with turbine/generator parts, outage services, or EPC environments.
- Familiarity with proposal software and CRM tools (Salesforce, HubSpot, or similar).
- Strong financial acumen with understanding of pricing models, margins, and T&Cs.
