ECF Engineering Consultants is a full-service engineering firm specializing in providing technical solutions to the Energy Markets, both public and private sectors, requiring electrical and mechanical engineering support.
We serve those entities on an array of projects, offering consultation on technology utilization, design solutions for electrical and mechanical systems, public health systems, and equipment procurement and construction phase services.
POSITION OVERVIEW
We seek a dedicated and experienced Human Resources Manager to join our team. This role is pivotal in overseeing various HR functions, ensuring that our workforce is engaged, trained, and aligned with the company's goals. The ideal candidate will possess strong leadership skills and a deep understanding of HR practices, including employee relations, benefits, compensation, payroll management, and recruitment processes.
ESSENTIAL JOB FUNCTIONS
•Oversee all functions of Human Resources, including Benefits, Compensation, Talent Acquisition, Employee Relations, Learning and Development, and Safety.
•Oversee and maintain the HRIS, ensuring data integrity and accuracy
•Implement and manage upgrades and enhancements for the HRIS system.
•Generate reports and analytics for data-driven decision making
•Train users on the functionality of the HRIS system
•Oversee the talent acquisition process, including developing recruiting strategies, managing job postings, interviewing candidates, making hiring decisions, making salary offers, and onboarding.
•Create and oversee 30/60/90 follow-up for new hires to increase their potential success and reduce attrition.
•Partner with department leads to ensure that job descriptions align with the organization's needs and are current while maintaining compliance with all local, state, and federal regulations.
•Partnerships with departments lead to understanding the needs of their departments and help formulate recruiting plans
•Create programs for succession planning that allow employees to learn, grow, and promote
•Recommend best practices, review policies to maintain compliance with organizational goals and local, state, and federal laws
•Analyze trends in compensation and benefits, research, and propose competitive base and incentive pay programs to ensure ECF attracts and retains top talent.
•Create policies and procedures about Human Resources practices and ensure compliance throughout the organization
•Oversee the development of training materials and performance management programs to ensure employees understand company culture, policies, and other key training topics.
•Create metrics to evaluate the effectiveness of training initiatives
•Assist in the creation of performance review systems, providing feedback to employees, and addressing performance issues
•Contribute to developing HR strategies aligning with the organization’s goals.
•Implement programs and initiatives to improve employee morale, satisfaction, and engagement.
•Create a compensation strategy that allows complete transparency to employees and applicants regarding ECF’s salary setting guidelines, market studies, benchmarking, bonus structure, annual increases, etc.
•Conduct market studies and benchmarking to ensure all positions within ECF are competitive as outlined in the Compensation Guidelines.
•Ensure ECF complies with all local, state, and federal regulations regarding recruiting, hiring, terminations, benefits, family leave, and compensation.
•Handle complaints, settle disputes, and resolve grievances and conflicts. Conduct investigations if necessary and work to resolve disputes swiftly and impartially.
•Serve as ECF’s Benefit Administrator, ensuring the selected plan is cost-effective and beneficial to the employee.
•Provide general support for employees.
•Partner with the Payroll manager to ensure payroll is reconciled accurately.
•Manage the HR budget allocated to supplies, general HR needs, and training opportunities.
•Stay current on changes in labor laws, ensuring ECF complies with all applicable laws and regulations.
•Support the HR team, management, and other staff when complex, specialized, and sensitive questions, issues, and situations arise, such as reasonable accommodations (ADA compliance), investigating allegations of wrongdoing, and terminations.
•Create and deliver organizational presentations and training.
•Performs other related duties as assigned.
QUALIFICATONS
•Bachelor's degree in human resources management, Business Administration, or related field.
•5+ years of Professional Work Experience.
•SHRM-CP/ SCP Certification Preferred. (Active)
•Excellent organizational skills and attention to detail
•Proven experience as an HR Manager or in a similar role within a corporate environment.
•Advanced computer skills required using the Microsoft Office Suite
•Familiarity with HR & ERP software systems such as ADP Workforce and Deltek VantagePoint is highly desirable
•Strong knowledge of employment laws, HR compliance, and federal regulations.
•Expertise designing and administering salary structures, benefits packages, and incentive programs.
•Strong customer service, analytical, and problem-solving skills.
•Ability to work effectively in a fast-paced environment while managing multiple priorities.

Pay: $81,729.00 - $108,972.00 per year
