Summary

The Fitness for Duty Technician manages the drug and alcohol testing program to ensure performance is in accordance with the requirements of the U.S. Nuclear Regulatory Commission (NRC) regulations (10 CFR 26) and Palo Verde Fitness for Duty (FFD) procedures.

Performs functions related to the drug and alcohol screening process including but not limited to:

- FFD audits

- Collecting specimens for pre-access, random, follow-up, for-cause and post-event screenings.

- Determining follow up requirements.

Minimum Requirements

- High School diploma/GED plus one (1) year of experience in the administration of breath alcohol intoxilyzers and/or urine/blood drug screen collections and/or field sobriety/horizontal gaze nystagmus administration.

Preferred Special Skills, Knowledge or Qualifications:

- Mathematical/analytical aptitude.

- Basic knowledge of Microsoft Word/Outlook/SSIS and knowledge in 10CFR Part 26.

Nuclear Requirement:

- Any PVNGS employee may be called upon to serve as a member of the Emergency Response Organization (ERO) and will be expected to fulfill their obligation as an ERO member.

- Any PVNGS employee may be called upon to support a refueling or short-notice outage.

- This includes line roles and responsibilities as necessary to execute outage activities.

- These are conditions of employment at PVNGS.

Major Accountabilities

- Schedules drug and alcohol screenings.

- Performs collections for urine drug testing.

- Performs breathalyzer tests in accordance with regulations and procedures.

- Ensures quality control over processes performed and determines when employee attempts to subvert the process.

- Reviews chain of custody forms after collection to ensure completeness and accuracy.

- Files paperwork for positive tests when determining if employee is denied access under Part 26 requirements in accordance with screening and procedures.

- Maintains strict adherence to FFD procedures and NRC regulations.

- Performs follow-up testing.

- Documents, monitors and tracks drug and alcohol screening records.

- Conducts FFD investigations.

- Determines FFD denials.

- Tests and manages industry blind specimens.

- Documents and ensures the maintenance and calibration of FFD equipment.

- Maintains adequate materials and supplies to support FFD collection functions.

- Serves as Medical Review Officer (MRO) staff when MRO is not present.

- MRO staff must be independent from any other activity or interest of the licensee in order to protect the integrity of the MRO function and privacy of individuals.

- Trends and tracks FFD annual performance data for NRC submittal.

- Conducts NRC follow-up monitoring when individual (employees and contractors) tests positive or has legal action.

- Provides initial evaluation and/or treatment of occupational and personal injuries and illness as needed.

- Performs as Breath Alcohol Technician (BAT) training instructor by providing initial training and requalification for FFD collectors that administer the Intoxilyzer. (Is a certified Breath Alcohol Technician.)

- Conducts fatigue assessment on employees that have self-declared, for cause and post event to determine suitability. (This can only be determined by leader or FFD.)

- Participates and supports lab audits.

- Conducts and participates in industry FFD audits.

- Conducts off-hours call, as requested by Access department leadership.

Plant/Field Role:

This position requires work to be performed in the field and/or at the work site, due to the nature of work.

Any PVGS employees may be called upon for random Fitness for Duty (FFD) testing during scheduled working hours. Employees, if off-site, must report to FFD at Palo Verde as soon as reasonably practicable, but no more than 120 minutes after being notified. Employees who are onsite when notified will have no more than 60 minutes to report after being notified.
