BLOC Resources is seeking a motivated and experienced Facilities Specialist 2 to support shoreline recreation and public facility operations. This role is responsible for assisting in the development, maintenance, and overall upkeep of public recreation sites located across multiple reservoirs.
Working under the guidance of the Shoreline Recreation Team Leader, the Facilities Specialist will assist in maintaining and improving public recreation facilities, shoreline structures, boat ramps, access roads, buildings, and surrounding grounds. These facilities are located across 11 reservoirs and include 74 public recreation sites.
The Facilities Specialist will play an important role in ensuring that these facilities remain safe, operational, and compliant with company policies and Federal Energy Regulatory Commission (FERC) Hydro License requirements. The position requires hands-on work involving construction support, site maintenance, equipment operation, and coordination with vendors and contractors.
This role requires someone who is comfortable working outdoors, traveling regularly to various sites, and performing a wide range of facility maintenance and development activities.
- Perform routine inspections, maintenance, and repairs on public recreation facilities including buildings, pavilions, restrooms, docks, piers, boat ramps, parking areas, and access roads.
- Maintain shoreline infrastructure and surrounding property to ensure safe public access and proper site functionality.
- Conduct preventative maintenance activities to minimize equipment downtime and facility deterioration.
- Repair or replace damaged infrastructure such as decking, railings, walkways, and signage.
- Perform landscaping and grounds maintenance including vegetation control, debris removal, and general site cleanup.
- Assist with the planning and execution of recreation site development and improvement projects.
- Assist with oversight and coordination of construction activities at recreation sites.
- Ensure construction projects are completed safely and in accordance with design specifications and regulatory requirements.
- Safely operate heavy equipment and machinery as needed for maintenance, construction, and site development tasks.
- Operate equipment such as loaders, excavators, tractors, trailers, and other construction or landscaping equipment.
- Conduct routine inspections and maintenance of equipment to ensure safe and reliable operation.
- Follow all safety procedures related to equipment operation.
- Assist in coordinating work performed by outside contractors and service providers.
- Ensuring work is completed according to contract agreements
- Maintain positive working relationships with vendors, contractors, and service providers.
- Assist with implementing and enforcing safety procedures across recreation facilities and shoreline locations.
- Conduct regular site safety inspections and report hazards or safety concerns.
- Ensure compliance with company policies, environmental regulations, and FERC hydro license requirements.
- Assist with shoreline surveillance and safety monitoring activities.
- Ensure facilities meet Americans with Disabilities Act (ADA) accessibility standards when applicable.
- Support environmental sustainability initiatives and responsible land management practices.
- Promote safe and environmentally responsible practices when maintaining shoreline areas and recreation facilities.
- Maintain accurate documentation of maintenance activities, inspections, and repair work.
- Complete required checklists for facility inspections and preventative maintenance procedures.
- Record service requests, repairs, and vendor activities for tracking and reporting purposes.
- Provide updates to supervisors regarding facility conditions, project status, and maintenance needs.
- Occasionally interact with visitors and members of the public while working at recreation sites.
- Provide general assistance or direction when appropriate while maintaining a professional and courteous demeanor.
- Represent the organization professionally while working in public recreation environments.
- High School Diploma or GED required
Candidates should possess hands-on experience in several of the following areas:
- Operation of hand tools and power tools
- Site development work including earthwork, carpentry, and masonry
- Operation of heavy equipment in a safe and efficient manner
Experience working on ADA compliance projects or public facilities is considered a plus.
- Working knowledge of land, building, and facility maintenance practices
- Ability to safely operate tools, machinery, and maintenance equipment
- Ability to work independently with minimal supervision
- Strong attention to detail and ability to follow maintenance procedures
- Ability to follow detailed written and verbal instructions
- Ability to prioritize multiple tasks and responsibilities
- Ability to maintain positive working relationships with coworkers, contractors, and vendors
- Comfort working outdoors and in public environments

Familiarity with APC’s reservoir system and recreation facilities is preferred but not required.
