Position Overview
The Director of Operations oversees the Operations department (407). The Operations Department is responsible for the effective operation of three (3) water reclamation facilities and wet weather attenuation facilities. This position reports to the Chief Operating Officer and collaborates closely with other Directors to support the utility’s mission.

Principal Duties & Responsibilities (Essential Functions)
•Oversee the operation and maintenance of three (3) water reclamation facilities, pump stations, and wet weather attenuation facilities. This includes expertise in:
•Modern equipment, methods, and developments in wastewater treatment.
•Physical, chemical, and bacteriological processes in wastewater treatment.
•General chemical principles, laboratory practices, and techniques.
•SCADA systems and instrumentation telemetry.
•Prepare and manage the annual departmental operating budget. Coordinate purchases, establish procedures, and monitor expenditures to ensure budget compliance. Analyze financial reports and implement corrective actions as needed.
•Develop and maintain an energy management program to ensure cost-effective operations.
•Establish and enforce a comprehensive safety program in compliance with all applicable regulations.
•Ensure compliance with environmental quality standards for water, biosolids, and air. Oversee reporting for permits and regulatory requirements.
•Serve as a utility signatory for NPDES and Biosolids Permits, DMRs, and related documentation.
•Monitor federal, state, and local regulations for potential impacts on utility permits.
•Contribute to a 10-year capital improvement plan for all utility facilities.
•Promote staff involvement in professional organizations at the local, state, and federal levels.
•Adhere to established work practices, procedures, and safety guidelines.
•Perform other duties as assigned that support the utility and community.
•Uphold the mission, vision, and values of the utility through excellent customer service, creative problem-solving, sound decision-making, and responsible resource management.
Typical Qualifications
Supervision
Level of Supervision Received: Minimal
Total Positions Supervised: Three direct reports – the Senior Water Reclamation Facilities Manager and 2 Water Reclamation Facilities Managers.
Qualifications & SkillsRequired:
•10 years of experience in wastewater treatment.
•5 years of supervisory experience.
•Class IV Arkansas Wastewater Treatment Plant Operator License (or ability to obtain within 1 year).
•Valid Arkansas driver’s license.
Preferred:
•Bachelor’s degree in Engineering or a related field.
•Professional Engineer (PE) License.
Additional Notes
This position is classified as safety-sensitive under the Arkansas Medical Marijuana Act (AMMA) of 2016, meaning a lapse in attention could result in immediate danger. Therefore, AMMA regulations apply.
Uniforms are not required for this position.
