The Vice President of Pre-Construction will serve as a senior executive leader responsible for spearheading all estimating, proposal development, and pre-award strategic planning for complex projects.
This role is critical in bridging business development and project execution, ensuring accurately costed, and profitable bids on high-value, highly regulated projects including new builds and major upgrades.
As VP of Pre-Construction, you will lead cross-functional teams through the entire bid lifecycle, from opportunity assessment through contract award, while maintaining our commitment to safety, quality standards, and operational excellence.
- Oversee all estimating activities for bid-build and design-build
- Develop and implement bidding strategies that align with company growth objectives and market positioning
- Provide executive-level guidance on go/no-go decisions for pursuit opportunities valued from $2M to $500M+- Lead multi-disciplinary teams in developing comprehensive project execution strategies, cost models, and risk-adjusted pricing
- Translate complex customer requirements, technical specifications, and regulatory mandates into accurate scope, schedule, and cost frameworks - Establish and enforce quality control processes for all proposal submissions, ensuring compliance with client-specific requirements
- Identify, quantify, and manage technical, schedule, financial, and regulatory risks during the pre-award phase
- Develop risk mitigation strategies and contingency planning that protect profitability while maintaining competitive positioning
- Present clear financial implications, sensitivity analyses, and scenario planning to executive leadership and ownership
- Ensure estimates encompass all direct/indirect costs including self-perform work, subcontracted scopes, materials, equipment, labor burden, and project overhead
- Establish and maintain a disciplined phase-gate approval process for project pursuits from qualification through contract negotiation
- Conduct formal bid reviews at defined milestones, ensuring alignment with strategic objectives and financial targets
- Create standardized templates, procedures, and lessons-learned repositories to drive continuous improvement
- Review and influence contract terms, conditions, and risk allocation strategies during pre-award negotiations
- Collaborate with legal counsel and executive leadership to evaluate contractual language, payment terms, change order provisions, and dispute resolution mechanisms
- Support development of teaming agreements, joint venture structures, and subcontractor partnerships
- Serve as primary executive liaison with clients, engineering firms, construction partners, and regulatory bodies during pre-award activities
- Lead pre-bid meetings, site visits, and technical clarification sessions
- Bachelor's degree in Civil Engineering, Mechanical Engineering, Construction Management, or related technical discipline (required)
- 10-15+ years in construction project management, engineering, or estimating within heavy industrial or infrastructure sectors- Minimum 5 years of direct experience in nuclear or industrial projects
