Talen Energy is soliciting candidates interested in filling the position of Site Access Specialist - Temporary at the Susquehanna Steam Electric Station located near Berwick, Pennsylvania.

Job Summary

Perform confidential federally mandated background investigations on individuals applying for unescorted access to the nuclear plant as specified by 10CFR73.56, coordinate and verify Fitness for Duty testing as mandated by 10CFR26, coordinate and schedule all access processing activities for individuals applying for escorted/unescorted access to the nuclear plant. Implement the Behavior Observation Program. Granting unescorted access to qualified individuals.

Job Duties

1. Assist in the administration and implementation of the Site Access Authorization Program, the Fitness for Duty Program, and the Behavior Observation Program in accordance with Nuclear Regulatory Commission regulations and Nuclear Energy Institute guidelines.

2. Schedule, coordinate and verify confidential drug and alcohol testing for all individuals that maintain or apply for unescorted access to the nuclear plant. Additionally this position will schedule, administer, proctor and score psychological testing. Occasional proctoring of Access Training may be required.

3. In conjunction with our third party background investigation provider, perform confidential background investigations on individuals applying for Unescorted Access (UA) to the nuclear plant. Additionally, this position fingerprints personnel for FBI verification of criminal history backgrounds for UA and all individuals applying for access to safeguards information.

4. Liaison with Nuclear Licensees and contractor companies and vendors throughout the country.

5. Perform and coordinate confidential investigations on individuals that are arrested, require medical treatment for substance abuse problems, or referred under the Behavioral Observation Program for individuals with unescorted access to the nuclear plant.

6. Ensuring that all documentation is completed and documented in both Susquehanna Nuclear, LLC's database and in the industry's database, Personnel Access Data System (PADS). Record documentation in other programs as requested.

7. Evaluate and authorize (grant) individuals Unescorted and Escorted Access to the nuclear plant.

Candidate Qualifications

Candidates must meet the basic qualifications and pass all required tests or assessments to receive consideration.

Basic Qualifications

1. High school diploma or GED.

Preferred Qualifications

1. 4-year degree from accredited institution preferred. Experience-related duties may substituted for academic requirements and/or preferences.

2. Extensive knowledge of Nuclear Regulatory Commission Code of Federal Regulations, Susquehanna Nuclear, LLC company policies and departmental procedures. Prior experience as a reviewer of Nuclear Site Access applications/requests.

3. Effective oral and written communication skills, good judgment and analysis skills, proficient PC skills (Word, Excel, Access) are required.

4. Well developed interpersonal skills to effectively communicate with individuals during investigations into confidential matters. High standards of integrity are essential to ensure proper handling and confidentiality of individual personal matters in the course of their work.

5. Ability to apply discretion and independent judgment in the decision making process when authorizing unescorted access within the nuclear plant. Must determine when individuals have successfully completed all processing activities required; determine the appropriate extent of confidential investigations during the background investigation process

6. Required to provide holiday, backshift and weekend coverage as required to maintain the Fitness for Duty program.

7. Required to meet the Fitness for Duty controls as set forth in 10CFR26 and successfully complete psychological testing and criminal investigation as required under federal regulations and company policy.
