To view benefits available to all State of Texas employees visit the Employee Retirement Systems website at https://ers.texas.gov/benefits-at-a-glance.Job DescriptionThe Railroad Commission of Texas, recognized as a worldwide leader in the regulation of oil and gas exploration and production, seeks an Engineering Specialist VI to provide technical work in the Subsurface Investigation Unit (SSI), a new field assistance and compliance unit, and one of the six business units in the Technical Permitting section of the Oil and Gas Division. The primary focus of this position will be to investigate and provide support to SSI Unit activities regarding subsurface incidents related to the functions of the Technical Permitting section, especially injection well permits (e.g., well blowouts, surface flows, sinkholes).Essential Job Dutiesand#8226;Identify and document field incidents for investigation (e.g., blowout near water disposal well).and#8226;Review completion of injection wells, geology and other data and forms for consistency with Commission procedures.and#8226;Oversee special investigations, research studies, and internal audits.and#8226;Coordinate and track operator-led efforts to resolve incidents and manage reservoir pressure.and#8226;Recommend data collection and remedial actions to resolve incidents.and#8226;Determine causal factors and related data associated with field incidents (e.g., injection wells).and#8226;Evaluate permit compliance related to an incident.and#8226;Analyze, develop and implement new business processes and workflows.and#8226;Pursue enforcement of permits and rules.and#8226;Recommend regulatory changes to prevent future incidents.and#8226;Inspect well-related permits, as necessary, for compliance with Commission rules and procedures as applicable.and#8226;Perform related work as assigned.and#8226;Train others within the unit.For Military Crosswalk information please visit:Military Crosswalk for Occupational Category - Engineering and Design (texas.gov)

Qualifications: Minimum Qualificationsand#8226;Graduation from an accredited four-year college or university with a B.S. in Engineering, Geoscience or a closely related field.and#8226;10 years of work experience in engineering or geological work.and#8226;Valid Texas Driverand#8217;s license and a good driving record.and#8226;Applicant must be willing to work in the WBT Building in Austin, Texas.and#8226;Experience and education may be substituted, on a year-for-year ba is.Preferred Qualificationsand#8226;Licensed as a Professional Engineer (PE) or Professional Geoscientist (PG) in Texas.and#8226;Experience in reservoir management, well completion engineering, reservoir modeling, geomechanics or similar skills.and#8226;Experience related to injection well permitting or oilfield operations.and#8226;5 years of experience leading technical projects.and#8226;Experience using Geographic Information Systems (GIS), such as ArcGIS, or geologic software, such as IHS Kingdom or Petra.and#8226;Experience in emergency well response in oil and gas or similar field operations.and#8226;Knowledge of the Railroad Commission's rules, policies, and procedures.Knowledge, Skills, and Abilitiesand#8226;Knowledge of engineering/geology and data analysis techniques and theories.and#8226;Knowledge of scientific principles, techniques, and procedures; of testing methods, processes, and procedures; of mathematics and statistics; and of the practical application of engineering/geosciences and technology.and#8226;Knowledge of Railroad Commission rules and procedures.and#8226;Knowledge of oil and gas regulatory functions.and#8226;Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems; and in operating computers and applicable computer software.and#8226;Ability to analyze and devise solutions to non-routine/complex technical problems and to prepare reports.and#8226;Skill in communicating effectively, both orally and in writing.and#8226;Ability to review engineering and geologic reports and information for compliance with rules, policies, and procedures.Miscellaneous Requirements:and#8226;Ability to work Monday-Friday, 8 AM and#8211; 5 PM with occasional flexible hours, overtime, and weekends.and#8226;Position requires occasional overnight travel.Work Environment:Primarily indoors with heating and cooling regulated in a general office environment; the noise level in the work environment ranges from low-to-moderate.Physical Requirements:The physical requirements described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.Must be able to operate a computer and appropriate office equipment. Must be able to read and interpret diagrams of engineering, geological and other information.Work Hours and Telework:Standard office hours for Commission employees are 8:00 a.m. to 5:00 p.m., Monday through Friday. Our agency offers alternate schedules for employees, as long as it does not adversely affect operations and service levels, and standard hours of operation are maintained. The Commission may also offer telework based on the agencyand#8217;s approved Telework Plan.
