# Position Overview and Purpose

The Regional HSE Specialist is to work within the organization to promote good practices that comply with safety and environmental regulatory guidelines. Strive to eliminate compliance violations and issues, align company policies to OSHA standards, ensure compliance and environmental health, audit and report on facility deficiencies that may lead to potential violations, and conduct risk assessments for operating procedures.


# Responsibilities

- Interface with West Texans and New Mexico operations and ensure compliance with corporate, local, state and federal environmental, health and safety rules and regulations, OSHA, EPA, API, NFPA, ANSI, ASTM, FMCSA, DOT laws, HOS, ELD, etc.

- Manage team member driver qualification files: schedule pre-employment physicals, track licenses and medical cards, schedule post-incident drug and alcohol tests, ensure Supervisor Drug and alcohol training is completed.

- Plan and implement HSE policies and procedures in compliance with corporate, local, state, and federal rules and regulations.

- Plan, implement and train HSE policies and procedures for team members.

- Monitor FMCSA compliance and review law enforcement inspections. Conduct investigations for all DOT warnings and citations issued. Escalate appropriately.

- Ensure company DOT compliance requirements are completed, to include: MCS-150 documents, FMCSA Clearinghouse, Background/MVR/PSP Profile review, and monitor CSA and ISS scores.

- Conduct field observations to ensure compliance with company HSE policies.

- Ability to become certified Safeland Trainer and teach new hire orientation for all employees.

- Ensure compliance to required local, state, and federal data reporting.

- Partner with the team for investigation of near misses and all incidents and cooperates in the preparation of material and evidence collection for organizational use in development of corrective and preventative actions, additional investigations including worker’s compensation as well as for any potential legal requirements.

- Compile and submit incident reports.

- Attend and medical appointments for injured employees and case manage workers compensation claims and documentation.

- Conduct driving, fleet, and DOT New Hire, post-inspection, and DOT inspection training.

- Monitor DOT driver hours and E-logs to ensure compliance and respond to drivers ELD for HOS violations and questions.

- Support Contractor (Customer) Safety functions to include on site meetings and contractor safety expectations in 3rd party systems such as ISNetworld and Veriforce.


# Qualifications

- Bachelor’s degree from an accredited university preferred or equivalent experience.

- Understanding of safe workplace practices and environmentally friendly strategies. Requires familiarity with OSHA, USDOT/FMCSA, and EPA regulations and other applicable laws and guidelines.

- Excellent written and oral communication skills. Must have the ability to read, analyze and interpret regulations and other documents.

- Ability to travel between Permian and Carlsbad Operations frequently to have HSE presence in field.

- Knowledge of case management for workplace injuries.
