Implement standard project portfolio management processes for an assigned area of responsibility in a manner that is consistent, complete and coordinated across TVA - processes allocate funds to projects and obtain project approvals to start phases or change baselines. Provide transparent communication to key stakeholders at all levels of the organization, including SBU executives. Assess and prioritize projects in the portfolio. Establish, maintain and improve standard project portfolio management processes, systems, performance measures and reporting within their area of responsibility. Advise executives and managers on their organization’s approach to project portfolio oversight, execution and support.
Supervisory Responsibility — None. Coordinate contractors, external consultants and analyst teams.
Budget Responsibility— Manage the authorization, forecasting, budgeting, and beneficial performance of a portfolio of active projects with annual budget of less than $1 billion
- Manage allocation of capital to projects during annual business planning and reallocation of project capital as part of a monthly utilizing TVA-wide savings and use process.
- Manage and support standard project portfolio management processes within area of responsibility.
- Evaluate new projects and programs in the portfolio management system ensuring that independent reviews and other requirements and data are complete and up-to-date prior to workflow approval.
- Ensure that decision and performance data for active projects in the portfolio are up-to-date and complete. Provide portfolio performance reports and briefings tailored to the needs of key stakeholders.
- Maintain current understanding of legislative, regulatory, operational, market, project and other changes that might affect priorities, risks and timing of projects within area of responsibility. Maintain current knowledge of available project funds, and the schedule relationships between portfolio projects and milestones. Routinely use this knowledge to assess the relative risk and priority of projects in the portfolio, and to recommend and approve project portfolio changes.
- Establish, communicate, maintain and improve the project portfolio, and associated management processes, systems, performance metrics and reporting within area of responsibility.
- Establish and maintain insightful and collaborative relationships with senior executives.
Education - B.S. degree in a technical, engineering or scientific discipline or business administration. Master’s degree or equivalent required; or equivalent education, training and experience.
Experience - Five or more years of experience managing projects, project portfolios, or project analysis required. Experience with activities during project phases, and portfolio performance and metrics. Experience within the utility industry including diverse experience in multiple SBUs or external business environments.
Certification / License - Project Management Institute certification, such as the Project Management Professional or Program Management Professional certificate, or equivalent required (or to be obtained within 1 year).
Knowledge / Skills / Abilities - Strong interpersonal skills and ability to work cohesively with various organizations and levels of management, including BU executives. Demonstrated ability to establish and maintain effective working relationships with all TVA executives. Strong skills and ability to communicate verbally, in writing and through presentations. Advanced skills with personal computer software and enterprise systems used to manage project portfolios. May be required to obtain and maintain a security clearance based on position / access requirements and essential job functions.
