Program Manager, Health, Safety & Environment About The Role

The Program Manager, Health, Safety & Environment (HS&E) is responsible for leading a variety of HS&E services that support business success.

Mitigation of Health, Safety and Environmental risk for the business and organizational employees will be a key deliverable of this role.

Reporting to the Director, HS&E, the Program Manager, HS&E will be accountable for compliance with applicable regulatory and/or statutory HS&E requirements for a large, primarily field-based workforce for GTel and affiliate companies operating in Ontario, Alberta and periodic project-based work in other Canadian and / or U.S. territories.

Duties And Responsibilities

The Program Manager, Health, Safety & Environment (HS&E) is responsible for supporting business success and leading HS&E Team initiatives through the following:

Injury Prevention

- Lead projects and initiatives that will achieve, maintain or exceed legislative compliance, including the following:

- Workplace Safety (e.g. Workplace Inspections, Driver Safety, Personal Protective Equipment, Construction Site Safety, Working Alone, Traffic Control, Building Safety, Fire Prevention, Confined Space Entry, etc.)

- Occupational Health (e.g. Biological Hazards, Physical Agents, Worker Ergonomics, Hazardous Materials Management, etc.)

- Emergency Response (e.g. Emergency Preparedness, Workplace Violence & Harassment, First Aid, Incident Investigations, etc.)


- COR® Accreditation

- From the role of COR® Internal Auditor, lead initiatives that will help achieve and maintain COR® Certification in Ontario and Alberta through 3 annual COR® Audits (5 COR® Audits required every 3rd year)

- Lead annual company-wide and/or management events & activities which will generate COR® evidence that will support injury prevention while satisfying IHSA and AASP standards, including:

- Company Goals, Objectives & Action Plans

- Health & Safety Communication Meetings

- Development of Emergency Response Plans

- Management Review Meetings

- Corrective Action Plans

- Facility Evacuation Drills

- Utilize audit software tools to upload evidence that supports COR® audit success and ensure timely submission, per established deadlines

- Travel periodically between company operations in Ontario, Alberta and additional territories, as required to conduct field audits and continually support HS&E compliance


Safety Leadership

- Responsible for establishing and maintaining effective Safety Leadership among Supervisory & Management staff through initiatives such as facilitation of monthly Operations Management HS&E Meetings to help outline expectations, provide updates, share ‘lessons learned’ and provide content to support monthly Tailboard Meetings for field teams

- Set the example and contribute to effective teamwork by partnering with Operations while leading HS&E management initiatives

- Solicit and support two-way communication with Operations and ensure timely response to requests for HS&E support, as appropriate


Incident Response

- Lead the incident response process through the following actions:

- Responsible for timely review, input (e.g. severity and frequency ratings, root cause analysis, etc.) and processing of HS&E Incident Reports as they’re received through the internal reporting system

- Lead incident review follow-up, including additional corporate reporting and the following supplementary requirements (where applicable):

- Immediately notifying regulatory authorities of critical or serious injuries (e.g. Ontario Ministry of Labour)

- Supporting timely submission of ‘Employer’s Report of Injury’ to prevent fines via applicable WCB (e.g. WSIB or WCB Alberta)

- Creation and submission of customer-specific incident reports

- Supporting entries in Vendor Management Systems

- Contributing to tracking and continuous development of HS&E Metrics

- Develop and apply Corrective & Preventative Actions

- Create Lessons Learned summaries to support injury prevention by communicating to workers and management via monthly Ops meetings

- Lead Work Refusal process, per established procedures


Employee Disability Claims Management

- Lead Work-Related (WR) Employee Disability Management Programs, while ensuring compliance with applicable legislation (e.g. Ontario Workplace Safety & Insurance Act), per established process

- Lead delivery of cost savings and support current & future business opportunities by mitigating ‘Lost Time’ through the applicable provincial Worker’s Compensation Board (WCB)

- Responsible for leading communication with provincial WCB representatives regarding adjudication, case management, return to work, etc.

- Lead process for final review & submission of Employer’s Report of Injury documentation to the applicable provincial WCB

- Proactively monitor status and progress of all WR disability claims and take actions to ensure that WCB support is solicited, where appropriate

- Actively develop and maintain documentation to support decision-making, actions taken and communication with stakeholders

- Actively monitor WCB decisions and respond through the development of objections and appeals, where appropriate

- Engage support of Legal Counsel and / or Paralegal, as required

- Communicate updates and solicit support from Payroll and People & Culture, as appropriate

- Ensure the success of Early and Safe Return To Work processes


HS&E Training

- Responsible for delivery of training and updates to management and workers, as appropriate

- Proactively source external providers and/or develop internal training materials to support HS&E programs and initiatives


Joint Health and Safety Committee

- Represent HS&E during quarterly Joint Health & Safety Committee (JHSC) Meetings by:

- Discussing recent HS&E incidents

- Reviewing Facility Inspection results

- Providing status updates regarding recent health & safety recommendations

- Acting as HS&E resource by answering questions and providing data, where appropriate

Required Qualifications And Experience

- P ost-Secondary Health & Safety education of (at least) a 1-year college certificate program

- Successful completion of (or currently pursuing) either of the following:

- Canadian Registered Safety Professional (CRSP®)

- Certified Health and Safety Consultant (CHSC)

- Canadian Registered Safety Technician (CRST®)

- Valid passport and ability to travel to the United States

- Valid driver’s license with an excellent driving record

- 10 years of progressive health & safety management experience gained within fast-paced, diverse work environments

- 5 years of progressive experience managing work-related disability claims

- Significant experience conducting health & safety audits using external standards (e.g. COR® Accreditation, ISO, etc.)


Other Success Factors

- Extensive knowledge of applicable provincial occupational safety and environmental legislation / regulations (e.g. OHSA, Workplace Safety & Insurance Act, etc.)

- Strong computer and systems experience

- Effective communication skills and ability to work well with management and employees (including strong presentation skills, etc.)

- Strong organizational skills, including the ability to meet multiple deadlines and advance various initiatives simultaneously

- Ability to be detail-oriented

- Ability to build trust among management and employees

- Ability to remain objective and display balanced judgment when advising management and employees on safety and environmental issues

- Strong understanding of company operations

- Ability to travel on a periodic basis throughout Ontario, Alberta, additional Canadian Provinces and / or U.S. States, as required
