Primary Role

Pennsylvania American Water is seeking a safety-forward professional to join our team in Carnegie, PA. As a Health & Safety Program Manager, you will be responsible for oversight and execution of our health & safety practices and protocols across the local service territory of Western PA. In this role, you will partner with different operational areas to ensure our strong safety standards are being upheld, through training, coaching, and educating.


The Health & Safety Program Manager develops and implements delivery and verification of enterprise health and safety programs aligned with Company policy, practices, and procedures. This position will work closely with all management levels to assure policies and programs are effectively developed, implemented, communicated and supported throughout the enterprise.

Key Accountabilities

- Conduct safety audits and inspections to identify H&S hazards and deficiencies or areas of regulatory non-compliance.

- Compile, analyze, and interpret data to measure the effectiveness of existing programs.

- Develop and implement H&S programs based on review of analytical safety performance data incorporating new technologies.

- Conduct workplace analysis for chemical, physical, biological, and ergonomic exposures, providing professional recommendations for the implementation of procedures, work practices, purchase of tools, materials and equipment that will reduce workplace exposures that can lead to illness or injury.

- Develop H&S training strategy and create and implement (including delivery of) educational training programs and activities that improve the safety process within the company and ensure compliance with federal state and local regulations.

- Provide assistance and expertise in accident/claim investigation and claims management, when required, and make recommendations to prevent reoccurrences.

- Assist in the tracking and maintenance of health and safety performance statistics (leading and lagging indicators), maintain required injury and illness logs, generate and deliver management reports and presentations as directed.


Knowledge/Skills

- Knowledge of Company Risk Management Policies and Procedures.

- Knowledge of federal, state and local regulations applicable to safety and health field.

- Working knowledge of the various functional areas and their role in the organization, including operating procedures of the Company

- Working knowledge of federal, state and local regulations, as well as working knowledge of the various functional areas of a water utility, to develop and implement appropriate risk management activities associated with departmental goals.

- Demonstrated understanding of a water utility operation, knowledge of and ability to integrate regulatory requirements into the training and development of all operating unit employees

- Must be familiar with geographic location of operating centers and facilities, to conduct onsite training programs, audits and inspections, as well as attend meetings with both.

- Experience using TapRooT software and/or SAP is a plus

- Strong project management skills (e.g. planning, organizing, directing, monitoring and reporting on project activities). A strong sense of organization and schedule, ability to self-direct and prioritize many often-non-sequential tasks on multiple concurrent projects.

- Detail-Oriented: Conduct thorough analyses and evaluations and implement timely decisions and recommendations.

- Independent Worker: Manage time across multiple projects and deadlines.

- Collaborative: Seek input and coordinate with staff.

- Communication: Strong verbal and written communication skills.

- Technical Proficiency: Good working knowledge of computer programs, databases, and software.

- Organizational Skills: Demonstrated organizational and administrative abilities.

- Analytical Skills: Good analytical and problem-solving skills.


Experience/Education

- Minimum of five (5) years applicable health and safety experience.

- Safety experience in construction and utility operations a plus.

- Associate degree in related field required.

- Bachelors level degree preferred.


Certifications/Licenses

- Valid driver’s license required

- Preferred - One nationally recognized H&S certification (e.g. Certified Safety Professional [CSP] or Certified Industrial Hygienist [CIH])

- Certified Hazardous Materials Manager (CHMM) credential is a plus


Work Schedule


- Full-time, on-site

- Monday-Friday, 7am-3:30pm

- On-call responsibility


Work Environment

- While performing the duties of this job, the employee occasionally works near moving mechanical parts and in outside weather conditions and could include a work environment where possible exposure to wet and/or humid conditions and chemicals exists.

- The employee occasionally works at elevation, in confined spaces, in a construction environment and in atmospheres with potential for chemical, physical or biological exposures.
