Job Description

This position establishes programs and procedures for TRISO-X related to the health and safety of employees, the public, and the environment for the hazards associated with the nuclear operations of a uranium fuel fabrication facility. The role provides programmatic direction for the functional areas of occupational health and safety and environmental protection in accordance with Occupational Safety and Health Administration (OSHA) requirements in 29 CFR 1910 and 1926, Environmental Protection Agency requirements in 40 CFR, and Nuclear Regulatory Commission (NRC) requirements in 10 CFR 70 and 20, among others.


Job Profile Tasks/Responsibilities:

- Develop, define, and establish policies, programs, and procedures and provide technical oversight for environmental, health & safety (EHS) functional areas.

- Oversee regulatory licensing and permitting activities across a wide range of topical areas, including but not limited to environmental compliance; manufacturing-related air effluent discharges; site-related stormwater collection and discharges; site-related sanitary sewer discharges; management/characterization/disposal of industrial, hazardous, and mixed solid wastes; and regulatory required periodic environmental reporting.

- Maintain awareness of NRC/OSHA/EPA regulatory requirements and ensure EHS practices are in line with federal, state, and local regulations.

- Develop, maintain, and continuously improve programs and procedures to prevent and mitigate employee workplace injuries and illnesses. Review and analyze injury frequency records, causation trends, mitigation options for reducing injury frequency and severity, compliance activities, compliance history, codes, and standards, as well as technical literature.

- Identify and investigate safety trends and EHS-related events, issues, and deficiencies, and identify/ implement corrective actions to reduce frequency/severity and prevent recurrence .

- Anticipate, identify, and evaluate/assess hazardous conditions and practices; define job safety requirements in work permits; assist staff with all aspects of safety; and monitor the effectiveness of hazard controls and hazard control programs.

- Perform/review accident investigations and develop corrective actions/measures to mitigate and control job hazards.

- Direct/conduct occupational health consultations and analysis of the workplace to aid in the identification, control and elimination of occupational safety and health hazards, including the selection of appropriate personnel protective equipment.

- Apply and interpret occupational health rules and consensus standards (e.g., ANSI, OSHA General Industry and Construction, AIHA, ACGIH) to enhance understanding of compliance with appropriate standards and controls.

- Identify, interpret, and apply environmental protection and waste management regulations, consensus standards, and industrial best practices that pertain to site operations. Create, document, and manage related technical requirements.

- Design/implement/manage sampling and monitoring plans for air, groundwater, soil, vegetation, and stormwater to meet NRC licensing commitments and State/Local permitting requirements.

- Direct/conduct safety-related surveys utilizing appropriate sampling strategies, analyze data, and provide follow-up reports.

- Oversee selection, inventory, inspection/surveillance, use, maintenance, and periodic testing/calibration of EHS equipment in accordance with manufacturer’s recommendations and company requirements.

- Ensure EHS requirements are identified and implemented through reviews of design documents and operating procedures.

- Participate in Process Hazards Analysis activities with multidiscipline teams to identify potential criticality, radiological, chemical, and fire/explosion hazards and determine potential consequence levels to support the Integrated Safety Analysis process.

- Consult with and advise operations, maintenance, engineering, safety/regulatory, and security personnel on the EHS impacts of new or proposed changes to processes, procedures, and facility designs/modifications.

- Oversee development of environmental documentation to meet National Environmental Policy Act (NEPA) when required. Review/revise environmental documentation as needed for new facility designs and for proposed changes to existing facility designs.

- Develop/implement plans to conduct periodic EHS surveillances, inspections, walk-downs, investigations, and audits/assessments of licensed activities, unusual incidents, and EHS programs for adequacy, effectiveness, and to ensure compliance with regulatory requirements and approved licenses, permits, procedures, and safety bases.

- Develop/revise/deliver EHS training to operations, maintenance, and other personnel.

- Oversee preparation of submittals in accordance with regulatory guidance.

- Interact with regulatory authorities in meetings (in-person and virtual) as needed to support NRC, OSHA, EPA, and other regulatory licensing, permitting, and inspections of EHS programs.

- Share EHS knowledge and best practices across the TRISO-X organization.

- Provide support to the emergency response team.

- Participate in regulator and/or industry led regulatory activities.

- Maintain professional demeanor and behavior at all times in all forms of communication.

- Perform other duties as necessary.


Job Profile Minimum Qualifications:

- Bachelor’s degree in safety, public health, environmental, science, engineering, or a closely related field from an accredited institution required, or an equivalent combination of directly related education, training, and experience. Other degrees may be considered as a substitution with additional professional work experience in safety that is aligned with assigned role.

- Typically, ten years of work experience in the occupational health and safety / environmental protection field with emphasis on industrial manufacturing, or similar experience in another highly regulated industry such as chemical manufacturing.

- Knowledge and understanding of EHS-related standards, regulations, principles, and programmatic requirements applicable to industrial manufacturing. Advanced understanding of and experience applying complex regulatory requirements, standards, and guidance.

Location: 151 Lafayette Drive, Suite 300, Oak Ridge, TN

Work Site Expectations: 5 days in office


Hours: 8:00am-5:00pm, Mon-Fri


Compensation

Individual candidates who meet the job requirements for the posted position will be offered a salary within this range based on their respective levels of education/training, experience, and other qualifications unique to them. Salary ranges may vary based on the specific office location and region referenced in the posting to take into consideration differences in cost of living and may not be reflective of all regions. A reasonable estimate for this position at the level of experience required is:
