The Permitting Specialist will support and work closely with our current clients and project team(s) managing and permitting a variety of private (commercial, industrial, power, oil/gas, rail, and manufacturing) and public sector clients, specifically focused on energy related infrastructure projects located throughout the western United Sates. The Specialist will be responsible for submitting critical documentation and requests to state and federal agencies to ensure regulatory compliance in support of project approval and ongoing operations. Specific to supporting our oil and gas clients, this person will also be responsible for preparing Right-of-Way (ROW) and APD Packages. Duties will include regulations, submitting documentation to agencies, regulatory reporting, site planning, stakeholder engagement, and data review. Projects will range from quick-turn operations and maintenance projects to year-long, large-scale projects with complex schedules and deadlines. The Specialist will represent and support clients in navigating the regulatory and permitting process.
They may also assist in, or complete entirely, Section 404/402/401 permits, USACE Nationwide and individual permits, federal, state, county, or any other general permits and special use permits. This position requires strong writing, computer and communication skills, and sharp attention to detail while working effectively with minimal supervision, as well as collaboratively in an inter-disciplinary team. This position will be based out of our Bayfield, Colorado Office with permitting work primarily occurring throughout New Mexico, Colorado, and Utah.
· Provide support to ongoing and new projects focused on, but not limited to, permitting and compliance needs
· Prepare and submit various types of land use, regulatory, and environmental permit applications.
· Assist in securing grants right of way (ROW) and/or property leases
· Interpret current and future Regional, Tribal, State, and Federal promulgated regulations and properly apply to design and permitting activities.
· Perform Regional, Tribal, State, and Federal program compliance, recordkeeping, client advocacy, and reporting.
· Work with project teams and clients to inform strategies and implement solutions that enable clients to successfully complete their projects.
· Plan, schedule, conduct and coordinate detailed phases of technical work as part of a larger project in compliance with permit conditions and/or regulatory requirements.
· Interface with Client Project Managers, government regulators, other contractors, and project representatives
· Visit client offices, attend regulatory agency meetings, attend public hearings, provide expert testimony, and participate in field visits based on project requirements
· Drafting Surface Use Plan of Operations and Plans of Development associated with ROW and APD permits.
· Review, summarize, and provide internal guidance regarding permit conditions of approval
· Stay current with the opportunities and challenges facing the energy industry by engaging stakeholders; participating in regulatory and permitting processes; and reviewing guidance, policy, and regulatory documents
· Assist project managers by working with project teams to ensure work is successfully completed on time, on budget, and within client expectations
· Effectively and professionally communicate progress and status and participate in knowledge sharing with stakeholders, including partaking in or leading in-person meetings, web meetings, conference calls, and presentations to stakeholders and attending or presenting at conferences
· Keep clients informed of any changes to permit requirements to ensure compliance
· Provide support and assistance to management and operations teams regarding permitting actions, project status, and potential challenges
· Perform additional level and skill appropriate duties as needed
· Experience providing strong technical direction/support regarding permitting and project implementation
· Experience with the preparation and submission of permit applications is required
· Experience in interfacing with regulatory agencies as well as community boards for project planning
