The Junior Estimator supports the estimating function for a heavy civil contractor by owning defined pre-bid and budget-support activities while assisting senior estimators with bid preparation. The Junior Estimator focuses on compliance, documentation, and controlled estimating tasks, enabling senior estimators to concentrate on pricing strategy, risk, and final bid decisions.
- Prepare, track, and submit required pre-bid compliance documents for public and private heavy civil bids
- Ensure all bid packages meet owner, agency, and procurement requirements prior to submission
- Maintain organized and auditable pre-bid records for each opportunity
- Own the pre-bid package from release through handoff to senior estimators
- Assemble bid documents including plans, specifications, addenda, and solicitation requirements
- Track bid calendars, deadlines, addenda, and pre-bid questions
- Coordinate internal distribution of bid documents to estimators and stakeholders
- Prepare IDIQ budget estimates and task order quotes using defined templates and historical data
- Update pricing tables and unit-cost references under estimator guidance
- Support rapid-turn budget requests tied to existing IDIQ contracts
- Support estimators with quantity takeoffs, data entry, and scope organization
- Assist with bid day preparation, including final document checks and upload readiness
- Enter estimate data into estimating systems (e.g., HCSS HeavyBid) as directed
- Help maintain historical cost data, bid logs, and estimating reference materials
- Coordinate closely with estimators, operations, and project controls to ensure bid readiness
- Participate in pre-bid meetings and internal reviews as assigned
- Communicate clearly when compliance items, addenda, or timelines change
- Strong attention to detail and document control discipline (this role lives and dies by accuracy)
- Ability to manage multiple bids and deadlines simultaneously
- Proficiency with Microsoft Excel and document management tools
- Clear written and verbal communication skills
- Ability to follow established estimating processes and escalation paths
- Associate or Bachelor’s degree in Construction Management, Engineering, or related field (or equivalent experience)
- 0–3 years of experience in construction estimating, project coordination, or bid support
- Exposure to heavy civil, utilities, water, or infrastructure projects preferred
- Familiarity with public procurement and IDIQ-style contracts a plus
- Experience with HCSS HeavyBid or similar estimating software is beneficial but not required
- Prolonged periods of desk and computer work
- Occasional travel to pre-bid meetings or project sites
- Ability to meet bid deadlines in time-sensitive environments
