Overview
The HSES Technical Supervisor is responsible for the managing various aspects of HSES in direct support of construction or fabrication operations. The HSES Technical Supervisor is an ambassador for safety to coworkers, vendors, clients, customers, and subcontractors. The position typically supervises HSES technical and administrative employees and reports to the Regional Manager or Sr. Manager HSES.
Responsibilities
- Directly supervise and provide direction on work assignments and daily tasks to site/facility HSE staff
- Familiarization with all company and project specific HSES terms, requirements and project deliverables.
- Identification of applicable regulatory requirements specific to the scope of work including monitoring compliance.
- Ensuring HSES plans, procedures and instructions are implemented
- Facilitation of project HAZID's and other risk reviews
- Assist in preparation and maintenance of Project Risk Register and Corrective Action Tracking
- Assist in HSES Prequalification of project subcontractors and vendors, as applicable
- Preparation, discussion and evaluation of Red Sheets with Sales and Operations for optimum continuity
- Assist in preparation of project HSES audit plans and conducting of audits
- Assist in preparation and maintenance of Project HSES Activity Plans
- Assist in the initiation of HSES training needs analysis and coordination of implementation
- Responsible for all New Hire HSE Training of production craft and other hourly employees
- Provide SME support to company HSES training programs, including development and delivery
- Contributing to site execution planning and setting objectives, targets and goals
- Leading or participating as SME in Incident Investigations and reporting as applicable (COMET).
- Attend and provide input to forums such as kick off meetings, constructability & readiness plans, etc.
- Support master service agreements with applicable service providers.
- Track permit requirements for sites to ensure timely submissions.
- Work with Construction Teams to develop and implement effective HSES and site execution plans.
- Manage/Implement HSES Audit programs.
- Assist in evaluation of subcontractor HSE screening process and documentation.
- Provide HSES guidance and leadership to management and team leaders.
- Ability to conduct client meeting with Sales and/or Operations
- Review of customer procedures for Sales and/or Operations
- Pre-bid jobsite walks for Sales and/or Operations
- Oversite of subcontractor start-up on jobsite
- Oversee air raise of tank roofs for field crew
- Utilizing Knowledge, skills and abilities to work with the field crew to come up with an optimal plan on repairing/cutting down of weather damaged tanks
- Responsible for development and implementation of specific and measurable goals with defined timelines- 10+ years within the Energy Industry through all phases of EPC project delivery
- Experienced Trainer for Miller Safe Escape, Basic Rigging, Mobile Crane and other equipment
- Comprehensive knowledge, training and certification in relevant statutory regulations including:o OSHA Construction & General Industry Standards,o Hazard Identification, Risk Assessment and Risk Control,o HSE induction/training requirements,o Fall Protection,o Confined Space Entry,o Mobile Crane & Rigging Safety,o Hazardous Materials Management
- Trained incident investigation and reporting skills.- Organizational Level: N5+
