Job Summary:
We are seeking a strategic and detail-oriented Executive Director of HR Compliance & Benefits to lead the compliance, benefits, and policy infrastructure across a complex network of 60+ medical office entities. This role is responsible for developing and maintaining employment handbooks, wage and hour compliance programs, training frameworks, and benefits offerings that align with California’s intricate labor laws and the organization's operational goals. The ideal candidate will bring deep expertise in mitigating legal risk, driving benefits cost-effectiveness, and ensuring workforce-wide understanding of employment standards and policies across thousands of hourly employees.
Key Responsibilities:
•Lead the development, implementation, and maintenance of employee handbooks, HR policies, and training programs tailored to California-specific labor laws and regulations.
•Manage wage and hour compliance across thousands of hourly employees, ensuring accurate classifications, break compliance, and compensation practices in all locations.
•Oversee the full benefits lifecycle, including annual bidding and vendor selection across 60+ healthcare entities, with a focus on cost control, plan competitiveness, and employee value.
•Design and lead open enrollment processes, including communications, benefits education, and platform optimization to drive employee engagement and informed decision-making.
•Serve as the primary HR compliance advisor to senior leadership, recommending proactive strategies to minimize legal exposure and regulatory risk.
•Collaborate with legal counsel to interpret evolving labor laws and update policies, training, and documentation accordingly.
•Monitor and audit compliance-related processes, ensuring consistent application across locations, and lead remediation efforts when needed.
•Partner with HRIS and payroll teams to ensure data accuracy and reporting integrity related to benefits, timekeeping, and compliance.
•Provide education and coaching to HR staff, managers, and employees on employment best practices, legal obligations, and company policies.
Qualifications:
•Bachelor’s degree in Human Resources, Business Administration, or a related field; HR certification (e.g., PHR, SPHR, SHRM-CP/SCP) strongly preferred.
•Minimum of 7 years of progressive HR experience, with a strong background in compliance, benefits, and employment law—particularly within California.
•Experience managing HR compliance and benefits across multiple business entities or locations, ideally within the healthcare industry.
•Demonstrated success in building and implementing handbooks, wage & hour policies, and training programs at scale.
•Deep knowledge of California labor laws and regulations, including wage & hour rules, leaves of absence, and employee classification standards.
•Strong vendor negotiation skills with a proven ability to secure competitive benefit rates and drive cost containment.
•Exceptional written and verbal communication skills, including the ability to educate and influence non-HR stakeholders on legal and compliance matters.
