District Manager reports to the Regional or District Manager and is responsible for providing management services support to his/her assigned community development districts. The District Manager will manage/oversee 8-10 properties.
Position Summary
Serves as the primary administrator for special districts—managing board relations, budgets, contracts, compliance, and service delivery.
Key Responsibilities
- Advise Boards and coordinate with counsel/engineers; prepare agendas and lead meeting preparation.
- Develop and manage budgets, assessments, and capital plans; ensure financial transparency.
- Oversee contracts (operations, maintenance, professional services); ensure scope and SLA compliance.
- Manage public notices, records, and regulatory filings; ensure statutory compliance.
- Respond to resident and stakeholder concerns; manage communications and emergencies.
- Publish KPIs and reports; drive continuous improvement across the district portfolio.- 7+ years municipal/district administration or public works management.
- Strong governance, financial, and contract management experience.
- Excellent stakeholder engagement and communication skills.
- Collaboration — partners effectively with boards, residents, vendors, and internal teams.
- Leadership — takes ownership; for lead/supervisor/manager roles, sets direction and coaches others.
- Excellence — produces accurate, audit ready work; follows SOPs, policies, and governing documents.
- Accountability — meets deadlines and SLAs; uses KPIs to drive improvements.
- Respect — communicates clearly and professionally with diverse stakeholders.
Work Environment & Physical Requirements
