PCC is looking for an experienced SCM professional for a 1 year fixed-term position.
This is a one year fixed-term position.
The Role: Reporting to the Director, SCM, the Contracts Specialist is responsible for developing the contracting and execution plans that will support all areas related to PetroChina Canada’s (PCC) projects, operations, and asset developments. The Contracts Specialist will be instrumental in understanding all key areas of contracts management such as but not limited to, liabilities, risk, warranties, insurance and standard terms and conditions. Work with key business stakeholders and suppliers to ensure that the materials and services supplies are sourced and secured in a timely and most economical manner while ensuring alignment with Company Policies and Procedures.
Accountabilities
Providing professional contracting support for key, high value, complex services, including engineering, civil, well drilling & completion, consultancy service, site wide, mechanical, electrical and instrumentation services etc., as well as taking on materials procurement activities as needed, including:
- Support and contribute to the annual SCM objectives, plans and strategies in alignment with PCC’s corporate objectives:
- Receiving and reviewing contractor pre-qualification prior to inclusion of the contractors in the competitive bidding programs
- Compiling services, equipment, and materials sourcing bid lists specific to the business requirements
- Field day to day procurement requirements from the business units and conduct competitive sourcing of respective materials and services in an efficient manner
- Working with the internal stakeholders to:
- Develop comprehensive scopes of work and contract strategies.
- Obtain necessary technical specifications required for the procurement of materials
- Prepare and issue RFx documents (RFIs/RFQs/RFPs) as needed to conduct competitive bidding programs for the most economical, efficient, effective and timely acquisition of materials and services.
- Secure bids and engage with the contractors to provide necessary bid clarifications as needed
- Preparing bid evaluation criteria and undertaking commercial evaluation analysis
- Work with stakeholders as needed to seek cross functional support to conduct complex competitive bidding programs
- Lead negotiations and implementation of sourcing agreements for respective services and materials in a cross functional teams setting
- Working with internal Contract Accountable Managers (CAM) to develop and obtain approval for the contract award recommendation
- Preparing final contract documents – including frame agreements, reimbursable, lump sum, time and material type arrangements, and Purchase Orders, work authorizations, amendments and change orders etc.
- Obtain functional review of all contract documents (for example: Legal, Audit, Business Units, etc.)
- Effective & proactive communication with the internal & external stakeholders to update the progress of sourcing activities
- Supporting post-award management of contractors, including performance reviews and claims resolution
- Analyzing and collating Contractor Performance data to support the contractor feedback process for continuous improvement. Ensure timely performance feedback to suppliers
- Participate and lead supplier relationship management activities on existing and new agreements by maintaining a close contact with the supply base
- Able to interpret demand/supply market conditions to drive category strategy and provide direction to stakeholders
- Supporting the business unit by leading and managing the commercial aspects of the major contract development process
- Preparing and submitting procurement reports and asset disposal reports required by HQ as needed
- Developing annual Contractor/Supplier lists and assessment reports as requested by HQ
- Managing the post award contract activities and contract close outs processes by:
- Drafting contracts and award documents and ensuring process for signature and execution is completed
- Assisting Supplier Performance Measurement & Management
- Enhancing and managing relationships with key contractors and suppliers
- Transferring best practices and lessons learned into the strategy development and contracting process.
- Undergraduate degree in business or technical/science discipline
- Professional Supply Chain Certification (SCPM or equivalent)
- 5-7 years’ experience in a contracting environment with direct experience in preparation and negotiation of complex, high value contracts
- Experience in Engineering, Procurement and Construction, Well Drilling and Completion contracts both technically and commercially
- Strong analytical, negotiation and communication skills
- Strong knowledge base of Industry Standard Supply Chain Policies and Procedures
- Strong business acumen; understands internal and external drivers and can clearly develop a business case
- Strong MS Office skills, with in depth knowledge and skill level of Word and Excel
- International experience or exposure to a multi-cultural business environment an asset
- Demonstrates a sense of urgency and strong commitment to achieving goals; ability to work in challenging, fast paced environment
- Ability to influence the team through sound reasoning

- Skilled in writing, negotiating, awarding and administering professionally complex contracts
