Springdale Water Utilities is now accepting applications for the position of Wastewater Facilities Director.
Under the general administrative direction from the Executive Director; plans, organizes, and directs the operations and activities of the Springdale Wastewater Treatment Facilities. This position supports our Mission of providing safe, high quality drinking water to our patrons and to responsibly treat and dispose of wastewater generated by patrons and protect public health.
The Wastewater Facilities Director is accountable for the productivity and efficiency of system operations and achieving compliance with the city’s NPDES permit. Responsible for ensuring appropriate health and safety measures are established and carried out in system operations and maintenance. Accountable for the Utility’s industrial pretreatment program. This is a safety sensitive position.
This position requires work after hours including on weekends and holidays.

The following are some of the prerequisites required to meet job requirements:
- Extensive knowledge related to the management of an advanced biological wastewater treatment system and processes required for the treatment, dewatering and disposal of biosolids.
- Knowledge of organizational management principles.
- Have a basic knowledge of chemistry, wastewater laboratory techniques, practices, and procedures.
- Knowledge of industrial wastes and their effect on treatment processes and equipment.
- Maintain and demonstrate basic knowledge and practical use of computer systems and analytical instrumentation.
- Maintain a good attendance record.
- Ability to study and resolve complex issues in a strategic way.
- Ability to communicate technical information in a clear and persuasive manner.
- Ability to resolve conflicts in a respectful and direct manner.
- Skilled at motivating employees.

The following are general duties and responsibilities of the Wastewater Facilities Director:
- Responsible for all activities and overall operation/efficiency of the WWTF.
- Develop objectives to meet effluent standards, efficiencies and productivity via continuous quality improvement and strategic planning.
- Organize operation, maintenance, and support activities to maximize efficient use of available staff, equipment and materials.
- Develop and oversee the annual budget for the WWTF.
- Analyze and evaluate operation, maintenance, and support functions, initiate new or improved practices as necessary.
- Monitor system influent data to assure compliance within predicted limits.
- Provide assistance to other divisions as needed and perform other duties as assigned.
Bachelor’s degree in science, engineering, or related field required (equivalent experience or certification will be considered in lieu of a Bachelor’s degree). Persons applying for this position must have a minimum of five years progressively responsible management experience in the operation and/or administration of a complex wastewater treatment plant of a size comparable to the Springdale treatment facility.
Must possess a Class IV Wastewater Treatment Operator’s License issued by the Arkansas Department of Environmental Quality. A Class IV Water Operator’s Treatment and/or Distribution License are preferred. The Utility’s compensation system is designed to motivate employees to contribute to the maximum of their ability by compensating based on their job performance and meeting licensing requirements. Inability to obtain proper licenses, within a year of being eligible to test, will result in a decrease of potential merit increases.
Must possess a valid Arkansas Driver’s License commensurate with work duties. In order to drive a Utility vehicle this individual must remain insurable with the carrier providing automotive insurance coverage to the Springdale Water & Sewer Commission.

Personnel at the Wastewater Treatment Facilities work at a location designed to optimize working and safety conditions. Applicants must demonstrate sufficient mobility to gain access to all sites, including different levels, and to maneuver across hazardous surfaces and walkways which can be slippery or open grates. Facilities personnel are expected to work outdoors in inclement weather and in several different environments within the plant, often moving from indoors to outdoor work stations. Temperatures within the facilities vary between hot and cold, and some portions of the facilities require ventilation. Facilities conditions warrant extra precaution when working near high voltage switchgear and equipment; potential contact with a variety of combustible, corrosive and toxic chemicals and gases such as chlorine, sulfur dioxide, polymers, methane, and oxygen; and working around raw sewage. Exposure to odors, dust, sludge, high noise levels, machinery vibrations, and other hazards are experienced daily. Daily work assignments require walking, talking, hearing, using hands to handle, feel, or operate objects, tools, controls and reaching with hands and arms. Required vision abilities include close vision and the ability to adjust focus.
