This is a professional position responsible for managing, overseeing, developing, and directing the activities and operations of the W/WW Engineering Department and staff.
Develops and implements long range and short-range plans for the water & wastewater utility system. Conducts long & short-range master plan studies for water, and wastewater utility systems. Manages the development and implementation of technically complex engineering projects in a timely and cost-effective manner. Reviews and approves engineering designs, reports, plans, and specifications for major projects. Coordinates inter-departmental project teams and schedules. Certifies material and construction standards. Supervises and/or conducts water & wastewater system analysis or water pressure simulations and analysis as needed and as required. Develops and equitably enforces the company’s utility service policies. Represents the company at national and statewide organizations as permissible. Completes other job duties assigned.
Responsible for the full range of supervisory activities, including selection, training, evaluation, counseling, and disciplinary action for all assigned personnel. May assume the duties and responsibilities of the assigned director or another member of management in their absence.
Knowledge of the principles and practices applied in the planning and forecasting of public utilities systems.
Knowledge of fundamental and applied forecasting, planning, and economics as applied to public utilities.
Knowledge of water and wastewater rate design, policies and structures and cost of service studies.
Knowledge of the principles and practices applied in the planning, locating, designing, and constructing of public utilities engineering projects.
Knowledge of fundamental and applied engineering science, particularly as applied to the field of civil engineering.
Strong oral and written communication skills in English.
Skills in the use of engineering instruments and mathematical tables and charts.
Ability to develop, organize and manage the work of personnel assigned to the design, operation, construction, maintenance, and repair of projects.
Ability to make engineering computations and design difficult engineering projects.
Ability to comprehend and prepare clear and concise reports of a technical nature.
Ability to establish and maintain effective working relationships with internal and external customers.
Bachelor of Science Degree in Civil Engineering or related engineering field from an Accreditation Board for Engineering & Technology (ABET) accredited university and eight (8) years of progressively responsible experience in public utilities engineering or a related area.
An equivalent combination of appropriate education, relevant experience, and applicable industry
Requires a valid Texas Driver License or receipt of a valid Texas Driver’s License within 90 days of relocation to Texas and a safe driving record, as measured by company policy.
A Professional Engineer license in Texas is required. Professional Engineer license from other jurisdictions providing comity with Texas may be allowed; however, candidate must acquire a Texas Professional Engineer license within 12 months in order to remain in the position.
