Job Summary
Responsible to the Field Operations Director, the Operations Training Specialist provides a comprehensive job training program for apprentices and continued education for Journey level substation, line and metering positions. This includes the identification of necessary training based on regulatory requirements, as well as industry standards, for each role / job task held by CORE Electric Cooperative Field Operations employees. Additionally, the Operations Training Specialist is responsible for identifying and procuring appropriate training, as well as designing and delivering the respective training as appropriate.
As part of the training program, this position is expected to facilitate and/or collaborate with other departments such as People Operations, Safety, Metering and Substations to contribute to the vision of developing proficient and skilled craftsmen through ongoing technical and theoretical training.
Essential Duties and Responsibilities
- Conducting research and providing informed recommendations to the Director regarding training content, delivery methods, and scheduling for evaluation.
- Works closely with the Safety Training Specialist to develop and deliver the technical-related components of the Field Operations Department safety training, ensuring alignment with regulatory standards, CORE’s safety manual, operational needs, and CORE’s strategic safety goals.
- Provide technical training to CORE employees following industry standards for best practices. This includes preparing materials such as lesson plans, handouts, and slide presentations along with best work practices in field practical scenarios not limited to hot-sticking, transformer connections, baker boarding, and apparatus training. This person is not required to be an expert in all categories but will identify appropriate individuals to ensure proper training.
- Schedule and set up classes, produce and distribute training materials, coordinate or deliver training, record employee attendance and skill demonstrations, and update CORE records as required.
- Work with the Learning & Development Program Manager to document and track all training hours and topics within the Learning Management System (LMS).
- Work with NERC Compliance Team to ensure training and associated tracking is maintained for compliance purposes. Participate in compliance activities and audits as necessary.
- Develops and manages the annual technical training budget.
- Evaluate and make recommendations for off-site training opportunities related to the craft.
- Coordination of training with appropriate leadership to ensure availability of required employee attendance.
- Work with leadership and the Apprenticeship Committee to take ownership of the various rotations including but not limited to the underground rotation and hot hour rotation with annual calendars made available at the beginning of each year.
- Appropriately uses both internal and external resources in designing training programs.
- Evaluate and incorporate input from employees in training programs.
- Assist Safety Department with the development of Job Safety Analyses for high-risk work.
- Assists with onboarding for new hires and contractors with the CORE Safety Department.
- Conduct observations of work practices to identify training needs and provide constructive feedback on work practices.
- Review the Safety Manual to ensure compliance and relevance are incorporated into training.
- Coordinate training program for Apprentices and provide feedback to the Apprenticeship Committee on the progress of apprentice learning and development.
- Work with the Apprentice Sub Committees to ensure CORE has an industry leading level of commitment to the Apprenticeship program.
- Review crew observations and tailboards to identify training needs or procedure revisions.
- Work with the CORE Safety department to ensure work procedures, safety policies and practices do not deviate from federal, state, and local safety laws and rules.
- Ensure training content aligns with CORE Safety Manual, policies, and procedures.
- Monitor updates of all regulations and developments concerning best practices at electric utilities.
- Develop and implement special projects as assigned by the Field Operations Director.
- Stop work when necessary to prevent an injury or accident.
- Monitor the effectiveness of existing practices and compliance programs such as:
- Apprenticeship course work progression
- Apprenticeship practical skills training and testing
- Apprenticeship step testing
- Journeyman level refresher training
- Perform other duties as required.
- High school diploma or general education degree (GED).
- Minimum five (5) years of experience as a Journeyman Lineman.
- Minimum of nine (9) years of experience in electric utility work.
- Prior experience in utility operations, with specific knowledge of electrical theory, advanced transformers, special apparatus, best practices and operating procedures in transmission, substation and distribution operations are required.
- Requires the ability to work with confidential written and oral communication; excellent organizing and planning skills to meet frequent deadlines; excellent decision-making skills commensurate with responsibilities.
- Specialized education and training may be considered in lieu of or as equivalent to a portion of the experience requirements.
- Proven experience working collaboratively across departments.
- Facilitation, training, and presentation experience.
- Strong knowledge of electric utility systems and operations, including maintenance principles and practices.
- Willingness to travel throughout the CORE service territory.
- Willingness to travel and attend conferences, seminars, and other training opportunities to stay continually aware and knowledgeable of industry changes.
- Possess a Colorado Driver’s License.
- Safety specific certifications and/or informal safety experience within field and operational roles a plus.

- Working knowledge of equipment, including aerial lifts, digger derricks, trenching equipment and related tools.

- Ability to evaluate comprehension and ensure skills can be performed effectively.
- Field and classroom training experience.
- Ability to construct effective and engaging course content ensuring proper participant interaction and appropriate opportunities to apply the skill / knowledge.
- Ability to create effective and engaging PowerPoint presentations, as well as demonstrated skills in Microsoft Word and Excel.
- The worker is subject to inside environmental conditions: Protection from weather conditions but not necessarily from temperature changes.
- The worker is subject to outside environmental conditions: No effective protection from weather.
- The worker is subject to extreme cold: Temperatures typically below 32 degrees for periods of more than one hour. Consideration should be given to the effect of other environmental conditions such as wind and humidity.
- The worker is subject to extreme heat: Temperatures above 100 degrees for periods of more than one hour. Consideration should be given to the effect of other environmental conditions such as wind and humidity.
