Summary: The Senior Manager of Market & Federal Compliance, leads regulatory compliance for federal and energy market requirements, overseeing filings and audits related to FERC, CAISO, and other federal bodies. This role is responsible for ensuring PG&E’s operations comply with FERC and CAISO rules/regulations, monitoring for regulatory updates, coordinating responses to federal audits/investigations, and engaging directly with regulatory agencies.
PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job. The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity. Although we estimate the successful candidate hired into this role will be placed towards the middle or entry point of the range, the decision will be made on a case-by-case basis related to these factors.
A reasonable salary range is:
Minimum Base Salary (Bay Area) $147,000.00
Mid Base Salary (Bay Area) $199,000.00
Maximum Base Salary (Bay Area) $251,000.00
Responsibilities:
•Responsible for the regulatory compliance of the department’s programs, which includes meeting on a regular basis with Legal, Regulatory Relations, FERC, CAISO, and other federal compliance agencies.
•Coordinates responses to federal audits, investigations, and enforcement matters. Supports regulatory filings, mitigation plans, and data governance for federal bodies.
•Ensures standards are implemented across departments handling market and federal compliance matters. Acts as liaison with external market regulators and internal legal counsel.
•Determines the most effective Market & Federal department metrics to measure performance against annual or longer-term goals and objectives for time bound projects or ongoing operational work. Regularly presents department scorecard to senior management and adjusts based on business needs.
•Provides PG&E General Rate Case (GRC) or Transmission Owner (TO) Rate Case support as a subject matter expert for compliance programs. May act as the Witness and testify before the CPUC as part of the GRC or FERC regulatory filing processes.
•Participates in compliance and risk management forums, builds partnerships across Safety & Shared Services, and helps ensure risk mitigation is embedded in the LOB’s fundamental business policies and processes. Develops and maintains effective relationships with other LOB risk and compliance groups to understand the interdependencies between risks and identify mutually beneficial mitigation strategies.
•Work with regulators and other internal LOBs regarding regulatory rules changes and supporting processes.
•Provides direct supervision, staffing, training, coaching and mentoring to compliance and risk employees in the department.
•Assigns, prioritizes, and reviews project work, project initiatives, and special assignments.
Qualifications
Minimum
•Bachelor’s Degree or equivalent experience
•8 years of experience with electric utility or related programs.
•5 years of experience as a program or project manager
Desired:
•Bachelor’s degree in Engineering, Public Policy or Energy Markets or related field.
•5+ years in a leadership role, leading cross-functional teams at a regulated utility
•Minimum 3 years in energy market compliance or federal regulatory affairs
•Demonstrated experience engaging with FERC, CAISO, or NERC/WECC
•Certified Utility Safety Professional (CUSP)
•Lean Six Sigma Certification
•Knowledge of operations, maintenance, and engineering program processes and procedures
•Knowledge of project management tools and methodologies. Excellent project and process management skills
•Depth and breadth of knowledge of regulatory requirements from the California Public Utilities Commission (CPUC) North American Electric Reliability (NERC), Western Electricity Coordinating Council (WECC), and Federal Energy Regulatory Commission (FERC), Nuclear Regulatory Commission (NRC) as they relate to Electric Operations. Specific knowledge and experience working with market and federal agencies, namely FERC and California ISO
•Excellent communication (written and verbal) and presentation skills including the ability to communicate messages to upper management and external regulators
•Analysis, written communication, and group collaboration skills and ability to lead teams and promote employee engagement
•Analytical problem solving and decision-making skills
•Working knowledge of Governance Risk and Compliance (GRC) systems, GIS mapping systems, SAP Work Management, and Business Warehouse
