Position Overview:

The Senior Talent Acquisition Specialist plays a critical role in identifying, attracting, and onboarding high-quality talent to meet the strategic and operational needs of the organization. This role extends beyond full-cycle recruiting by involving leadership in developing recruitment strategies, mentoring junior team members, and driving employer branding initiatives. The ideal candidate is a seasoned professional with expertise in sourcing, a proven track record of hiring top talent for complex roles, and the ability to address the unique challenges of hiring for Union, Non-Union, and Federal Contractor positions while ensuring compliance with OFCCP regulations and adhering to Collective Bargaining Agreements (CBAs) where applicable.

Requirements:

Key Responsibilities:

1. Leadership and Strategy:

- Partner with senior leadership to forecast staffing needs and align recruitment strategies with business objectives.

- Develop and implement innovative recruitment strategies to attract high-caliber talent, including candidates for Union, Non- Union, and Federal Contractor roles.

- Ensure recruitment strategies align with OFCCP requirements and organizational diversity goals.

- Mentor and guide junior talent acquisition team members, providing coaching, sharing best practices, and fostering a collaborative team environment.

2. Sourcing and Talent Pipeline Development:

- Source candidates for complex and specialized roles through advanced techniques, including headhunting, networking, leveraging niche job boards, and targeted sourcing strategies for Union and Non-Union positions.

- Build and maintain a robust pipeline of passive and active candidates to meet both current and future hiring needs, with a focus on diversity initiatives as required by OFCCP guidelines.

- Collaborate with marketing to enhance employer branding through digital campaigns, social media, career events, and outreach that reflects the organization’s Federal Contractor obligations.

3. Screening and Candidate Selection:

- Conduct advanced screenings and in-depth interviews to evaluate candidates’ technical skills, leadership potential, and cultural fit.

- Advise hiring managers on candidate selection, including considerations for compliance with OFCCP requirements, CBAs, and Federal Contractor obligations.

- Oversee the interview process to ensure consistency, adherence to best practices, and alignment with labor laws and diversity hiring goals.

4. Candidate Experience:

- Serve as a strategic advisor to ensure a seamless and positive candidate journey, from initial contact through onboarding, while addressing candidate needs specific to Union and Non-Union positions.

- Act as a brand ambassador by promoting the organization’s values, culture, career growth opportunities, and OFCCP compliance commitments.

5. Data-Driven Recruitment:

- Analyze recruitment metrics and generate reports to measure the effectiveness of strategies, including time-to-fill, quality-of-hire, and cost-per-hire.

- Use data insights to refine sourcing methods, reduce time-to-fill, and improve hiring outcomes for both Union and Non-Union positions.

- Maintain records and reports required for OFCCP audits and ensure all recruitment activities meet reporting obligations.

6. Compliance and Systems Management:

- Ensure compliance with OFCCP regulations, CBAs, diversity hiring goals, and organizational policies throughout the recruitment process.

- Coordinate closely with HR and Legal teams to ensure recruitment practices align with Union agreements and address any CBA considerations.

- Optimize applicant tracking systems (ATS) to streamline workflows, ensure accurate candidate tracking, and meet compliance reporting requirements.

7. Additional Responsibilities:

- Flexibility to perform other assigned tasks to support the overall business objectives, while proactively seeking opportunities for continuous learning and professional development.

- Stay informed on industry trends, compliance updates (e.g., labor laws, CBAs, and OFCCP regulations), and best practices in talent acquisition, providing insights to enhance strategies and policies.

- Contribute to cross-functional initiatives, such as diversity hiring programs or process improvement projects, to drive recruitment efficiency and align with organizational goals.

- Foster partnerships with external vendors, professional organizations, and educational institutions to strengthen talent pipelines.

Requirements (Education, Experience, Skills & Attributes):

- 5+ years of proven experience in talent acquisition, with expertise in hiring for senior, specialized, technical, Union, and Non-Union roles.

- Strong knowledge of full-cycle recruiting, advanced sourcing techniques, and applicant tracking systems (ATS).

- Exceptional interpersonal, negotiation, and communication skills.

- Proven ability to develop and execute talent acquisition strategies that align with organizational goals, including Federal Contractor and OFCCP compliance.

- Strong analytical skills, with the ability to interpret recruitment metrics and data.

- Familiarity with labor laws, CBAs, diversity and inclusion initiatives, and OFCCP compliance regulations.

- Must meet company, client, and/or regulatory compliance requirements, which may include a valid driver’s license and acceptable motor vehicle record (MVR), criminal background check, drug screening, or other screenings, depending on job duties or site access requirements.

Preferred Qualifications:

- HR or Recruiting certifications (e.g., SHRM-SCP, PHR, AIRS).

- Experience leading recruitment efforts for executive or Union-related positions.

- Proficiency in employer branding strategies, including social media and event planning.
