Chester Water Authority is seeking a motivated and experienced Engineer to join our Engineering Department, with a primary focus on water distribution and infrastructure systems. The ideal candidate will have hands-on experience in the water industry, including hydraulic modeling, engineering design, and project management of capital improvement projects. This position will play a key role in planning, designing, and delivering water system projects that ensure reliable service and regulatory compliance.
1. Manage engineering projects from planning through construction, including scope development, budgeting, scheduling, and coordination with internal staff, consultants, contractors, and regulatory agencies.
2. Plan, design, and review water infrastructure projects including water mains, pump stations, storage tanks, pressure zones, and related appurtenances.
3. Perform hydraulic modeling and analysis of water distribution systems, including model calibration, using industry-standard software (e.g., WaterGEMS, InfoWater, EPANET, or similar).
4. Prepare engineering calculations, technical reports, plans, specifications, and cost estimates.
5. Review consultant designs and construction submittals for technical accuracy and compliance with standards.
6. Support capital improvement planning efforts, including asset management, system modeling updates, and long-range planning.
7. Coordinate permitting and regulatory compliance with state and local agencies.
8. Participate in construction administration activities, including responding to RFIs, reviewing change orders, and conducting field inspections as needed.
9. Provide technical support to other departments and assist with operational problem-solving.
· Bachelor’s degree in Civil or Mechanical Engineering (required).
· Minimum of 5-7 years of experience in the water industry, preferably with a public water utility or consulting firm serving water systems.
· Demonstrated experience with hydraulic modeling of water distribution systems.
· Experience in the design of water infrastructure and preparation of construction documents.
· Project management experience, including coordination of multiple stakeholders and adherence to budgets and schedules.
· Effective interpersonal skills (e.g., tact/diplomacy, persuasion, team building, cooperation, leadership, ability to motivate others).
· Ability to work independently as well as collaboratively within a team environment.
· Experience with capital improvement programs and infrastructure planning.
· Familiarity with state and federal funding programs (e.g., PENNVEST, SRF, or similar).
· Knowledge of water system operations and maintenance considerations.
· Proficiency with AutoCAD, GIS, and Microsoft Office applications.
This position involves a combination of office-based engineering work and periodic field visits to construction sites and water system facilities.
