Job Description Summary

The Senior Contract Administrator is responsible for driving process improvement, and ensuring the team meets or exceeds established Key Performance Indicators (KPIs). This senior position reports to the Government Operations Lean & Compliance Leader and will act as a primary point of contact for complex DOE Award issues, providing guidance and direction to team members.

Job Description

- Develop, implement and sustain process improvements to increase efficiency, reduce risk, and enhance customer satisfaction.

- Collaborate with the Government Operations Lean & Compliance Leader and other Team Members to establish and track KPIs related to Financial Assistance Agreements and Other User Agreements.

- Develop and implement negotiation strategies to achieve optimal outcomes, including identifying and leveraging key negotiation points, and using creative and innovative solutions to resolve complex issues.

- Prepare and negotiate complex DOE Awards/CRADA agreement terms and conditions, providing associated risk mitigation opportunities and recommendations, with attention to financial and business risk mitigation opportunities.

- Actively support Project Teams, working closely with Business Development, Finance, and other functional and technical team members to thoroughly review solicitation terms and conditions, and develop a compliant proposal.

- Drive all contract negotiations, ensuring resultant customer agreements minimize risk, and develop, negotiate, and execute terms and conditions and complex agreements with partners, customers, and subcontractors to facilitate business goals.

- Complete hands-on order entry of incoming contract documents into the designated ERP system, and ensure accurate and timely maintenance of records, spreadsheets, and other tracking documents.

- Assist in the development of award and contract administration procedures, in accordance with company policies and procedures, applicable laws and regulations, customer requirements, and sound business judgment.

- Prepare Representations and Certifications on behalf of the company, and draft, prepare, and execute certain internal and external correspondence on contractual matters.

- Maintain a high level of expertise in award and contract administration, staying up to date on changes in laws, regulations, and industry best practices.

- Provide coaching, mentoring, and training to team members to ensure they have the necessary skills and knowledge to perform their jobs effectively.


Required Qualifications

- Bachelor's degree or higher in Accounting, Business Administration, Finance, or other related discipline, with a minimum of 10 years of business experience.

- Proven ability to negotiate complex Government awards.

- Outstanding communication and leadership skills, with the ability to successfully interact at all levels of a matrix organization.

- Ability to review award documents for sufficiency and risk, with extensive organizational and time management skills, and the ability to multi-task with a high degree of accuracy and detail in a fast-paced, deadline-driven environment.

- Familiarity with both U.S. Government and commercial contracts, including 2 CFR Part 200, DFAR, DEAR, CAS, Uniform Guidance, and commercial terms.

- Strength in analytical skills, with the ability to review and analyze cost and pricing details.

- US citizenship required, with legal authorization to work in the U.S.

- Knowledge of Process Improvement Methodologies, e.g. LEAN and/or Six Sigma

- Demonstrated ability to manage multiple shifting priorities and deliver quality results under deadlines.

- Business skills and credibility to advise and influence others.

- Creative and innovative problem-solving skills.

- ERP knowledge desirable, with prior use of Oracle project accounting.

- Understanding of financial/analytical issues and profit and loss implications of contract actions.

- Excellent team-building and situational leadership skills.

- Demonstrated ability to lead and negotiate complex cost-price and technical issues with customers.

- Experience with government property administration, intellectual property, and previous auditing or quality control experience.

- Professional certification (e.g., CPCM, CFCM, NCMA, etc.) desirable.

- Team member development and training

For candidates applying to a U.S. based position, the pay range for this position is between $107,600.00 and $179,400.00. The Company pays a geographic differential of 110%, 120% or 130% of salary in certain areas. The specific pay offered may be influenced by a variety of factors, including the candidate’s experience, education, and skill set.

Bonus eligibility: discretionary annual bonus.
