Job Description

The Railroad Commission of Texas has direct oversight of over almost half a million miles of Intra-State pipelines. The Pipeline Safety Department in the Oversight and Safety Division is seeking one T4 Pipeline Permitting Administrative Assistant to perform routine to moderately complex compliance, technical, and professional administrative support in the Commission’s statewide Pipeline Safety Program.

The primary function of this position involves disseminating information, maintaining filing systems, and performing internal administrative support. Assigned tasks involves following guidelines and prioritizing assignments to meet workload performance standards.

Work is performed under the general supervision of the Pipeline Safety Support Manager, with limited latitude for the use of initiative and independent judgment.

Essential Job Duties

Provides administrative and technical assistance related to T4 Pipeline Permitting for the public, agency staff, and government and elected officials; answers questions and explains TAC regulations; and provides information regarding T4 application processing, policies, and procedures.
Prepares, edits, and distributes correspondence, reports, forms, and documents.
Maintains filing, record-keeping, and records management systems.
Ensures workflow is maintained to meet performance measures.
Compiles and enters data for charts, graphs, databases, summaries, or reports.
Provide assistance answering and routing phone calls, taking messages, and directing visitors.
Responds to high volume inquiry phone calls and regulatory requirements emails.
Maintains detailed updates to online databases.
Responsible for specific tasks and special assignments as needed.
Completes internet-based data collection, query, entry, and analysis.
Maintains high attention to detail while working on multiple reports and inquiries.
Performs detailed and repetitive assignments in recording and allocating of money received in the agency’s Remittance Management System (RMS) database on a daily basis.
Generates and maintains a status report of Pipeline Safety fees collected.
Assist with processing incoming and outgoing mail.
May train others.
Performs related work as assigned.

Qualifications


Minimum Qualifications

Graduation from a standard senior high school or G.E.D. equivalent.
Ability to work Monday-Friday, 8AM – 5PM.
Proficiency in personal computer operations with experience using MS Word, Excel, Teams and Outlook.
3 years of experience working in a business administration office or professional setting.


Preferred Qualifications

Experience in oil, gas, or pipeline regulatory functions.
Job related associate’s degree/certification plus two years work experience.
Knowledge of the Railroad Commission's rules, policies, and procedures.
One year experience using Microsoft Teams, OneDrive, and /or SharePoint.
One year experience in composing business documents with effective use of grammar, and audience appropriate content.

Work Environment:

Primarily work indoors in an office setting with heating and cooling regulated in a general office environment; the noise level in each work environment ranges from low-to-moderate.


Physical Requirements:

The physical requirements described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

Ability to reach high and low; open, close and retrieve files from file cabinets as well as operate computer keyboard and appropriate office equipment. Must be able to lift, push, pull and/or carry up to 50 pounds. The employee is occasionally required to climb or balance; stoop, kneel, crouch or crawl in cramped quarters. Must walk/stand for considerable amounts of time. Must also have visual acuity, depth perception, and the ability to discern colors.

Work Hours: Standard office hours for Commission employees are 8:00 a.m. to 5:00 p.m., Monday through Friday. Our agency offers alternate schedules for employees, as long as it does not adversely affect operations and service levels, and standard hours of operation are maintained. Alternate work schedules may be discussed with the hiring manager during the interview process.
