General Description

The Data Officer performs highly advanced (senior-level) information/data governance, business intelligence, analytics, and all forms of enterprise data management and geospatial work. The RRC Data Officer is responsible for the agency data governance program, which includes identifying agency data assets, exercising authority and management over those data assets, and establishing related processes and procedures. The RRC Data Officer reports to the Chief Technology Officer, (CTO) and partners with the Information Security Officer, (ISO) Records Management, and Business-Line program leads to ensure security, data integrity, and delivery of information. Performs other duties as assigned. May plan, assign, and supervise the work of others. Works under minimal supervision with extensive latitude for the use of initiative and independent judgment.


Essential Job Duties

Governance/Strategy-Advising on, monitoring, and governing enterprise data:

Define, manage and control RRC’s data governance program required by Texas Government Code Chapter 2054, including processes, policies, controls, to “operationalize” data governance policies, controls, and standards.
Manage overall data governance program roadmaps and strategic plans. Establish goals, objectives, and budgets while setting priorities, standards, and developing measurement tools for determining progress in meeting goals.
Identify emerging methods and technologies related to data/information management and analysis.
Create procedures and controls for the appropriate protection of enterprise information assets through a defined life cycle.
Increase the overall RRC Data maturity and adherence to Data best practices including complete metadata and mature data modeling.


Operations-Enabling data usability, availability, and efficiency:

Chairing the Data Governance Council to ensure all data is appropriately classified.
Operationalize Informatica Cloud Data Governance and Catalog (CDGC) to have an agency wide Data Glossary and Data Catalog as well as to automatically run data classifications.
Operationalize the RRC Data Quality Plan.
Create, implement, and communicate data standards across various data systems and business groups.
Work collaboratively with business units across the institution to define data elements and reporting standards; driving agendas, trying to form consensus- based decisions.
Periodically review program data and processes and make recommendations to ensure compliance with regulations and standards.
Ensure changes in business practices within operational units maintains data system integration and reporting standards. Identify and manage data issues in various systems.
Manage, train, and assist business users in using new data assets, data processes, policies, procedures, and tools.
Manage data governance communications with executives, peers, and data owners.
Complete personnel management, administrative, and organizational functions, and ensure the professional development of section staff.
Lead budget, planning, and procurement activities required to meet the agency’s needs.

Analytics/Data Usage-Supporting analytics, reporting, and displaying data in innovative

Coordinate with implementation teams to build, maintain, or otherwise make RRC data assets available to internal and external customers.
Develop methods to ensure appropriate and consistent use of business intelligence and analytics for decision-making and strategic planning.
Recommend and implement strategies for data visualization, reporting, machine learning, and artificial intelligence.
Review and advise the design, integration and implementation of data warehouses, data marts, spatial data, and other systems to ensure information derived from enterprise data is consistent and representative of for a business domain driven Data Mesh.
Encourage the use of the Open Data Portal (ODP) for external data presentation and even data extracts search for presentation of URL of records retrieval from the agency’s Records Management System (RMS).

Qualifications


Minimum Qualifications

Bachelor's degree from an accredited four-year college or university, preferably with major coursework in information systems, computer science, data processing, business, or a related field.
At least 4 years of experience leading enterprise efforts related to data analysis, business intelligence, analytical reporting, and visualization.
At least 3 years of experience in Enterprise Data Lakes, Lake houses, or Data warehouses with Snowflake experience preferred.
At least 1+ years’ experience with Informatica CDGC or some other* Data Governance or Data Cataloging tool.
At least 1+ years knowledge and experience in Data Classification.
Experience and education may be substituted for one another.
At least 2 years developing strategic plans, as well as working with budgets, as well as creating and executing roadmaps.
Total years of experience may run concurrently.


Preferred Qualifications

One year of managing GIS or spatial data reporting is useful.
One year or more working and understanding the challenges with Mainframe or hierarchical data is beneficial.
One year or more of working, interacting, and exposing data with the Open Data Portal (ODP).
Two or more years with managerial experience, including leadership, communication strategy, approval of information resources planning, and translating a vision to practical implementation, is helpful.
Overarching knowledge of RRC mission, business processes, and data.
Clear understanding of various business challenges facing key stakeholders (and their dependencies on data processes)
PMP, PgMP, ITIL, SnowPro, CISSP, CompTIA Security+, CySA+, CASP+, or similar certification is a plus.

Ability to compile, analyze, and present technical and policy information quickly and accurately.
Ability to analyze issues, to work under pressure, and meet close deadlines.
Written and oral communication skills.
Ability to develop and evaluate policies and procedures.
Ability to clearly communicate complex issues and deliver effective messages to stakeholders and executives.
Ability to supervise the work of others and ensure the professional development of section staff.
Strong program management and leadership skills to align disparate programs and gain synergies between similar work efforts.
Ability to drive consensus among disparate business stakeholders with varying agendas.
Ability to identify dependencies between various programs because of common data processes/structures employed by each program.
Skill in the use of a computer and applicable software.

Work Hours: Standard office hours for Commission employees are 8:00 a.m. to 5:00 p.m., Monday through Friday. Our agency offers alternate schedules for employees, as long as it does not adversely affect operations and service levels, and standard hours of operation are maintained. Alternate work schedules may be discussed with the hiring manager during the interview process.
